While there are clearly challenges for construction, the study <br />indicates there are sufficient local demand generators and a volume issue for rooms in the area at <br />certain times. <br /> <br />_________________, HVS, commented on the study she completed regarding the local hotel <br />market. She explained her findings led her to believe there were additional needs for hotels in <br />this market. She reviewed the number of hotels in the area and discussed how the market has <br />reacted to a new supply of hotel rooms. She reported the demand for hotel rooms was higher <br />than the supply at this time. She commented further on the clientele that would be attracted to a <br />hotel on the Block B site. It was noted there was a strong level of demand in the market for <br />sporting events and corporate hotel stays. She indicated the price point would be key noting a <br />limited service hotel would do well in this market. <br /> <br />Discussion included: <br />• Market competition for hotels in the metro area. <br />• Demand generators for hotels in the community. <br />• Desired amenities within hotels was discussed. <br />• The financing, development and management of hotels was described. <br />• Staff commented on the hotels in the market area. <br />• It was noted Block B had great visibility. <br />• The next steps for the City was reviewed with the Commission. <br /> <br />B. New Brighton Interchange Updates <br /> <br />Gozola updated the Commission on the recent happenings surrounding the planned <br />redevelopment of the New Brighton Interchange (old New Brighton Elementary project) area <br />which includes the pending acquisition of 581 Old Highway 8; site plan adjustments from the <br />developers; projected timeline for applications and development; updates on funding; and the <br />upcoming rezoning steps. Staff provided further comment on the redesigned site plan, noting the <br />new location of the play area and townhomes. <br /> <br />Discussion included: <br />• Staff described how the City would be addressing TIF or other funding resources for this <br />project. <br />• It was noted the City would be drafting term sheets for the land sale in January 2019. <br /> <br />C. Benedictine Health Center Expansion <br /> <br />Gozola reported the Benedictine Health Center has made application for a major expansion to <br />their existing operation at 1101 Black Oak Drive. New independent living units (56), new <br />assisted living units (40), and new assisted living memory care units (24) would be added on to <br />the existing campus if approved. The continuum of care model provided at this location will <br />ensure local families can remain together in the face of late-life health challenges. Staff will <br />utilize this opportunity to update the EDC on the proposal, and will showcase the applicant’s <br />SketchUp Animation to showcase how the project will look upon completion. The neighborhood <br />meeting held in November suggests there is ample public support from the surrounding <br />neighborhood for the proposed expansion. The proposed changes are in line with the new 2040 <br />Comprehensive Plan <br /> <br />Discussion included: <br />• The type of care units within the health center was discussed with the Commission.
