<br />2) Review of Draft Development and TIF Agreements for TIF District No. 34 <br />Stacie Kvilvang, Ehlers & Associates, reported the City’s development attorneys are continuing <br />to pursue final draft development agreements with both Dominium and Pulte, and a draft TIF <br />agreement with Dominium. The most current drafts of these agreements (as of 3/29/19) are <br />presented herein for commission review and comment. As these have not been in hand long <br />enough for staff to review, we too will be giving them a look leading up to the meeting in <br />preparation of the discussion. What we can say right now is these are close to being finalized <br />given the back and forth that has occurred between our attorneys and both developers. Staff is <br />seeking a commission recommendation for Council to approve these agreements once finalized <br />by our attorneys. She was pleased to report the City would be receiving more for the land than <br />the original purchase price. She noted this was a rarity. She discussed the income restrictions <br />that would be put in place for the affordable housing units and commented the TIF District may <br />only need 15 years, but could go as high as 26 years. Further discussion ensued regarding the <br />terms within the Development and TIF Agreement. She requested the EDC recommend the City <br />Council approve the TIF Agreement for TIF District No. 34. <br />Discussion included: <br /> The revenues that would be captured for this project was discussed, as well as the <br />mechanics of a TIF note. <br /> The amenities included within the development were described. <br /> Park dedication fees were discussed. <br /> The Commission was pleased the City was stepping in to assist with the redevelopment of <br />this site, noting the value of this property would be greatly enhanced. <br /> <br />Motion by Commissioner Benke, seconded by Commissioner Nelson to recommend the City <br />Council approve the TIF Agreement for TIF District No. 34. <br />Approved 8-0 <br />3) EDC Member Orientation/Yearly Training <br />City Clerk Terri Spangrud stated on a yearly basis, staff strives to hold training sessions with <br />each of the City’s Commissions. This training is especially important for new commissioners, but <br />also acts as a great refresher for returning members. She provided each commissioner with the <br />City’s latest “Commissioner Handbook,” and covered the following topics during a presentation: <br />a) Roles and Responsibilities <br />b) Council Expectations <br />c) Gift Law <br />d) Data Laws <br />e) Open Meeting Law <br />f) Communication <br />g) IT Use Policy
