<br /> <br />5 <br /> <br />Ms. Finstad stated she too had concerns with drainage from the site. She discussed the traffic flow in <br />the neighborhood and encouraged the City to consider installing sidewalks within this development in <br />order to improve pedestrian safety for the whole community. She requested a three-way stop be <br />considered by the City at the intersection of Linden and 27th to assist in slowing traffic. Lastly, she <br />expressed concern with the height of the proposed building and how this would impact the view from <br />her townhome. <br />Florence Ryden, 2950 Bent Tree Hills Drive, stated she lives on a corner lot and explained she has <br />almost been hit twice in the past two weeks. She encouraged Benedictine to better sign their pr operty <br />in order to keep their personnel and visitors off of her street. <br />Don Gamboni, 2980 Linden Drive, commented on the parking along 27th. He suggested 27th be made <br />a one-way so that parking could only occur on one side of the street during soccer games in the <br />summer time. He believed this would improve traffic and pedestrian safety as well. He encouraged <br />Benedictine to properly maintain the storm pond for the neighbors. <br />Chair Nichols-Matkaiti encouraged the residents with parking and traffic concerns to speak with the <br />Public Safety Commission. She asked if the Commission had to worry about light wash from the site to <br />the adjacent townhomes. Assistant Director of Community Assets and Development Gozola explained <br />the City Forester had reviewed this request and had recommended specific plant species for this <br />property line to assist in mitigating the light wash. <br />Commissioner Frush questioned if silt buildup was a concern for the stormwater pond. Mr. Howard <br />stated if silt buildup became a concern the pond would have to be dredged. <br />Dave Halstensgard, 2716 Lindsey Court, explained he has had several meetings with Benedictine and <br />was pleased to know Benedictine had amended their plans based on the feedback received at these <br />meetings. <br />State Representative Connie Bernardy, 2810 Linden Drive, explained she loves living in her <br />neighborhood in New Brighton. She stated she understood the proposal from Benedictine would allow <br />for a natural progression of aging in place, which she appreciated. She request ed all traffic be directed <br />to 27th for staff, visitors and deliveries. She asked that the entrance to Black Oak Drive be closed. <br />Assistant Director of Community Assets and Development Gozola reviewed how the site would be <br />accessed for truck deliveries. He stated staff could work with Benedictine on off-premise signage. <br />Commissioner Frishman asked if the entrance to the underground parking/delivery truck area would <br />become congested. Mr. Hewitt stated the independent living individuals with cars would n ot be using <br />their car very often. He explained he would work with his staff and delivery truck drivers to make the <br />best flow of traffic through the site. Mr. Howard reviewed the number of deliveries the care center <br />receives on a weekly basis. He reported times and dates could be specified in order to minimize <br />congestion. <br />Pam Sherrill, 2725 Lindsey Court, expressed concern with how her neighborhood would be impacted <br />by construction traffic and the new expanded facility. She questioned what the construction timeline <br />was and feared that she would be losing her little slice of heaven because her townhome would now <br />be surrounded by a four-story building. She anticipated lighting from the four-story building would be <br />shining into her townhome. She commented on how difficult it was for traffic to get out of her <br />neighborhood already and anticipated the additional traffic would compound this.
