<br /> <br />7 <br /> <br />VII. Business Items <br /> <br />(2) Site Plan Review: Application from Valley Sunrise Properties seeking site plan approval of a <br />proposed indoor storage facility within the existing building at 315 5th Avenue NW, and the <br />proposed construction of additional accessory storage structures – PID 29-30-23-41-0023. <br /> <br />Assistant Director of Community Assets and Development Gozola reported Valley Sunrise properties is <br />looking to repurpose the former Printcraft building at 315 5th Avenue NW into a climate controlled <br />self-storage facility. In addition to retrofitting the existing building, they are also seeking to construct <br />six (6) non-climate-controlled storage locker buildings on the eastern portion of the property. No <br />variances or special use permits are needed, but the addition of new structures on the site triggers a <br />site plan review per Chapter 8, Article 1 of the zoning code. Staff commented further on the request <br />and recommended approval of the Site Plan based on the findings of fact and subject to the following <br />conditions: <br />1. Engineering comments in the 2/13/19 Engineering Memo shall be successfully addressed to the <br />satisfaction of the City Engineer prior to issuance of a building permit. <br />2. Video surveillance systems shall conform to the recommendations of the public safety department. <br />3. Sign permit(s) must be obtained for future signage changes. <br />4. The applicant shall be required to correct any lighting problems that are identified following <br />construction. <br />5. The applicant shall work with the City Forester to review & approve the proposed planting mix and <br />species to be used prior to installation of final plantings. <br />Commissioner Frush understood warehousing was a permitted use in this zoning district. She asked if <br />the Zoning Code allowed self-storage. Assistant Director of Community Assets and Development <br />Gozola explained staff viewed the proposed use as warehousing. He reported moving forward he <br />would be working to revise this portion of City Code. <br />Chair Nichols-Matkaiti asked if the applicant could have outdoor storage. Assistant Director of <br />Community Assets and Development Gozola explained the applicant would be required to pursue a <br />Special Use Permit if outdoor storage were allowed. <br />Cathy Anderson, President of Architectural Consortium and representative for the applicant, thanked <br />the Commission for their consideration. She stated it had been a pleasure to work with staff on this <br />request. <br />Motion by Commissioner Biedenfeld, seconded by Commissioner McQuillan, to approve staff <br />recommendation. <br />Approved 6-0. <br /> <br /> <br />
