Business Items <br />(1) TIF 34 Comprehensive Plan Review <br />Assistant Director of Community Assets and Development Gozola reported cities must follow a specific <br />set of steps in order to establish a new TIF district. As part of this process, the Planning Commission is <br />asked to review the proposed district and determine whether its establishment complies with the <br />City’s (new) Comprehensive Plan. At this time under the direction and leadership of Ehlers, Inc., the <br />City is considering two actions: <br />a. Establishment of TIF District #34 over the development area to be known as Midtown Village <br />(a.k.a. New Brighton Elementary or the Korean Church area), and <br />b. Amending of the City’s “development district” to be coterminous with the corporate <br />boundaries of the City. <br />Assistant Director of Community Assets and Development Gozola explained the area of proposed TIF <br />District #34 is guided for Mixed Use Neighborhood use according to the new comprehensive plan, and <br />is specifically identified in the plan as a “Potential Area for Improvement.” Accordingly, staff finds that <br />the new comprehensive plan clearly guides and encourages this area for redevelopment, and <br />utilization of Tax Increment Financing to ensure a project can move forward is both appropriate and <br />consistent with the plan. Since Development District #1 was established in 1981, it has been modified <br />18 times as new TIF districts have been created over the ensuing 38 years. The main difference <br />between this modification and previous modifications is we are now proposing the development <br />district be coterminous with the corporate boundary of the City. This is a standard practice of fully <br />developed communities that utilize TIF, and ensures further modifications to the Development District <br />will be unnecessary moving forward. More importantly, amending the overall Development District <br />Boundary provides the City with needed flexibility on where TIF dollars can be spent (i.e. investments <br />in roadway or pedestrian improvements driven by TIF #34 that fall outside of the physical perimeter of <br />the development). <br />Motion by Commissioner Biedenfeld, seconded by Commissioner Frischman to recommend to <br />Council that the proposed Development Program Modification conforms to the City’s general plans <br />for development and redevelopment of the City as a whole. <br />Approved 6-0. <br />(2) Planning Commission Training <br />City Clerk Terri Spangrud stated on a yearly basis, staff strives to hold training sessions with each of the <br />City’s Commissions. This training is especially important for new commissioners, but also acts as a <br />great refresher for returning members. She provided each commissioner with the City’s latest <br />“Commissioner Handbook,” and covered the following topics during a presentation: <br /> <br />a. Roles and Responsibilities
