Business Items <br />1) Final Planned Residential Development: Review of the proposed final plans for Phase II of the <br />Midtown Village PRD comprised of 154 affordable workforce housing units on property to the <br />east and south of Old Highway 8 and 8th Avenue NW – PIDs 29-30-23-13-002, 29-30-23-13- <br />0023, 29-30-23-13-0024, and 29-30-23-13-0222. <br />Assistant Director of Community Assets and Development Gozola reported Dominium is seeking <br />approval of a Final Planned Residential Development for Phase II of the Midtown Village <br />development. This second phase will include preparation of the remaining land south of Highway <br />8 for development, installation of public improvements, and construction of the affordable <br />multifamily workforce housing building (to be called Brighton Oaks). Preliminary approval for this <br />development was granted by the City Council on May 28th, 2019. Staff provided further <br />comment on the request and recommended approval of the final Planned Residential <br />Development, based on the findings of fact and subject to the following conditions: <br />1. Engineering comments in the 11/15/19 Engineering Memo shall all be addressed moving <br />forward, and the City reserves the right to hold up filing of the final plat and/or permits until <br />applicable conditions are satisfied. <br />2. Changes as required by the City Attorney shall be incorporated into the final plat prior to filing <br />at Ramsey County. <br />3. The applicant shall enter into a developer’s agreement with the City covering all aspects of <br />public improvements, dedications, responsibilities, parking expansion at the City’s request, <br />etc. <br />4. All general development conditions of preliminary approval (i.e. utilities to be underground, <br />lighting to be down directional, plantings to remove metal cages around root balls, etc .) shall <br />continue to be applicable to Final PRD approval. <br />5. The Applicant shall make separate application for easement vacations no longer needed as <br />part of the new plat. <br />6. The Applicant shall obtain a sign permit from the City prior to construction of monument <br />signage. <br />7. Landscaping plan shall be subject to final review and changes as may be required by the City <br />Forester. <br />8. Developers shall coordinate their development activities with the Fire Marshal and <br />Community Engagement Officer during construction. <br />9. All construction activities shall adhere to New Brighton City Code restrictions especially as <br />they relate to parking and hours of work. <br />Chair Nichols-Matkaiti stated she was pleased the traffic and parking concerns had been <br />addressed.
