<br />Approved <br /> <br />. <br /> <br />questioned whether a bridge would be necessary, given the low volume of rail traffic. The <br />County feels that a bridge would not be used. Several commissioners expressed concern with the <br />steps that are proposed for the grade level crossing, that they would not be bike or handicapped <br />accessible. Pernelius stressed that the City wants the development to have easy accessibility for <br />all citizens. <br /> <br />Benke inquired to the status of the railroad wye project. Pernelius replied that the City is still in <br />the process of working on it. USF Dugan currently has its site listed for sale. The City has <br />ordered an appraisal of the property; after appraisal is completed the City may look into <br />purchasing the property. There are several options: acquiring just the land that the City would <br />need to relocate the wye, or acquiring the whole site and selling off the portions not required. <br />Kaufuold asked if the City would be able to charge a fee for each train that used the wye if the <br />City purchased the land. Femelius replied that is a possibility; however there are concerns <br />regarding liability and maintenance of the track. Fulton added that relocating the wye would <br />benefit the entire community. Benke encouraged the Council to finish this package. Delaune <br />asked staff to provide more information on the wye at the next meeting. <br /> <br />. <br /> <br />Traffic Study <br />Black reported that the traffic study conclusions were similar to those from a similar study a <br />couple of years ago. Several intersections pose a problem and will need to be addressed. <br />Femelius stated that he would be bringing a summary of the study to the meeting next month. <br />Delaune stressed that the 1-694 bridge should be replaced before the development is done; it <br />would be much more difficult to replace the bridge after there are new homes. Black replied that <br />the City currently does not have the funds to replace the bridge. The TIF district may generate <br />additional funds, but funds will not be immediately available. <br /> <br />Demolition <br />Black announced that the Council approved a contractor at the November 22 meeting. <br />Wickenhauser Excavating will start demolishing on the east side shortly after the first of the <br />year. <br /> <br />Library <br />Femelius reported that the task force has completed its work and has offered four proposals to <br />the Library Board, which will be considered in January. Flahave inquired if the task force had <br />considered which option was the best economic choice. Fernelius replied that was not a <br />consideration. <br /> <br />. <br /> <br />Housing Tour <br />The tour was attended by about 20 commission members, with at least one member from each <br />commission. Harreld, Delaune and Nelson attended from the EDC. Nelson stated that is was <br />great to be on site and is looking forward to the model units. Some of the questions raised by the <br />tour: Will there be enough guest parking? What are the styles of some of the townhomes and <br />lofts, and who would be purchasing them? Black added that Theresa Greenfield (Rottlund/ <br />David Bernard) was on the tour and helped answered questions regarding the townhomes. The <br />representative from Sherman, who will be building the lofts and condos, was not able to attend <br />and thus there were more outstanding questions regarding those units. <br />
