........_ '.~.\r,,:

~

MEMO

To:

Matt Fulton, City Manager

Copy To:

Margaret Egan, Director of Finance

From:

Kevin Locke, Director of Community Development

Date:

December 8, 1994

Attached is the proposed new fee schedule for Building Permits. The proposed increase in
rates is the first increase in several years and is based on the International Conference of
Building Officials recommended 1994 rates. New Brighton is currently using the ICBO 1988
rate schedule. Since the leBO proposed rates are a quite significant increase (roughly 40%
on a $125,000 new house), the rates Staff are proposing are much less, approximately a 21 %
increase for a $125,000 new house. The effect of the proposed rate change would be less on
smaller projects. Permit fees for typical reroofmg or deck projects would be approximately
7.6% .

The rate schedules used by other communities vary greatly. Some are adopting the ICBO
1994 rates, others are using earlier rate schedules or modified rate schedules.

In the interest of avoiding large jumps in our permit fees, Staff is recommending the attached
modified leBO 1994 rate schedule. Building Permit fees are an important non-tax revenue
source and it is important to keep our rates up to date.

-2-
