<br /> <br />REQUEST FOR COUNCIL CONSIDERATION <br />ITEM DESCRIPTION: CONSIDERATION OF BIDS AND AWARD OF CONTRACT FOR CITY PROJECT 18‐12, <br />CITY HALL ROOF, HVAC, AND SKYLIGHT REPLACEMENT <br />DEPARTMENT HEAD’S APPROVAL: Craig Schlichting, Director of Community Assets and Development <br /> <br />CITY MANAGER’S APPROVAL: <br />No comments to supplement this report ___ Comments attached ___ <br /> <br />Recommendation: <br />1. To accept all bids and adopt the attached Resolution awarding a contract for City Project 18‐ <br />12, City Hall Roof, HVAC, and Skylight Replacement to the lowest responsible bidder, J.S. <br />Cates Construction Inc., in the amount of $801,000.00. <br />Legislative History: This work was identified in the 2015 Roof Management Report and has been <br />included in the City Hall Non‐Fleet Replacement Program. <br /> <br />January 22, 2019 Council accepted the amended Proposal for Engineering Services, approved plans and <br />specifications, and authorized advertisement for bids. <br /> <br />Financial Impact: The following three bids were received and opened by staff at 2:00 p.m. on March <br />14, 2019: <br /> <br />1. J.S. Cates Construction Inc. $801,000.00 <br />2. JPMI Construction Company $879,900.00 <br />3. Donlar Construction Company $967,000.00 <br /> <br />A bid tabulation has been completed by the Department of Community Assets and Development and <br />bid totals verified. The low bid of $801,000.00 is 0.2 percent above the engineers’ estimate of <br />$799,000.00 <br /> <br />Explanation: This project involves the replacement of the roof on City Hall located at 803 Old Highway <br />8. This roof was last replaced in 2005 and has reached the end of its service life. Currently, the existing <br />roof is in disrepair, leaking in some spots, and has other deficiencies consistent with its age. The area <br />proposed to be replaced is approximately 9,700 square feet. The existing EPDM roof will be replaced <br />with a built‐up roof, which has become the City standard.
