Councilmember Jacobsen asked if these actions would change if it was a lifelong friend.

Mr. Fynewever indicated he believed it was important to follow policy. He stated there would be a trust factor
involved if this was a close friend or family member. He noted he would stick to City policy and stated he
would follow the rules in place.

Councilmember Allen reported each commission is tasked with making recommendations to the City Council.
He asked how Mr. Fynewever would respond if he disagreed with a policy or Ordinance already in place.

Mr. Fynewever stated within the context of the commission they would have to act within these policies or
Ordinances. He stated he may advocate for a change to occur, but noted he would follow the policies that were
in place.

Mayor Johnson asked what the City’s biggest challenges were.

Mr. Fynewever reported striking a balance to meet the needs of all residents in the community was a challenge.
He stated a growth mindset that would make room for others while also understanding residents have roots
here and may not accept change was another challenge. He indicated he liked change but understood it had to
be managed carefully with a great deal of forethought. He understood the Council had to manage these
changes carefully while also being bold and having eyes towards the future. He hoped the City was looking at
ways to creatively bring new services to families through new economic development, recreation opportunities,
or through the schools. He was of the opinion the City had a lot of things that were being managed very well.

Councilmember Jacobsen asked if he was interested in land uses and variances; diversity and accessibility;
economic programs, retention and development; the impact of recreation on the community; or the impacts of
public safety.

Mr. Fynewever commented he was most interested in economic programs, retention and development. He
noted he was also interested in land use. He indicated he was a big user of the City’s parks noting he was a
runner.

Mayor Johnson discussed the process the Council would be following for the committee member
appointments. She thanked Mr. Fynewever for his interest in serving and asked if he had any questions.

Mr. Fynewever asked when he would hear from the City.

Mayor Johnson commented additional interviews would be held in March and anticipated appointments would
be made by April 1st. She explained City Clerk Spangrud would be contacting individuals regarding the
appointments.

City Manager Lotter discussed the process that was followed for meeting packets for iPads.

Mr. Fynewever asked what the Council expected out of a commissioner.

Councilmember Allen stated it was his hope commissioners served as an extension and representative of the
community. He hoped commissioners used their network to get a taste of where the community was regarding
issues.
