<br /> <br />Councilmember Burg indicated New Brighton was well known for its staff helping developers through projects <br />and she wanted this positive message to continue to be sent. In addition, she wanted to be sure businesses were <br />doing things properly. <br /> <br />Lotter commented if there was a trend of complaints and unresolved issues, this would be a litm us test that <br />would make the Council feel differently. <br /> <br />Councilmember Dunsworth agreed stating all of the issues in the past have been resolved in a timely manner <br />by Dominium. <br /> <br />Mayor Johnson stated it would be nice for the Council to come to an agreement on this matter in order to move <br />forward. She asked if the Council supported requiring the developers to provide the City with a list of <br />subcontractors for vetting. <br /> <br />Councilmember Burg reported the entire City Council wanted the developer and the subcontractors to follow <br />the letter of the law. She anticipated the list of subcontractors could ebb and flow throughout the project which <br />may make it difficult for the City to vet. She stated she did not support requiring the developers to submit a <br />list of subcontractors for vetting. <br /> <br />Councilmember Allen commented his main concern was if Dominium would be hiring the any of the three <br />subcontractors that have had problems in the past and if so, what actions have been taken to ensure violations <br />of the law do not occur. <br /> <br />Mayor Johnson stated the consensus of the Council was that this was over reaching as it has not been asked of <br />other developers. She feared the City would be opening itself up to a liability suit if the Council were to <br />dictate which subcontractors a developer could or could not use. <br /> <br />Councilmember Jacobsen indicated he would like to see the Council treating all developers in the same <br />manner. <br /> <br />Councilmember Dunsworth stated she did not agree with doing a preemptive strike on companies and <br />explained it was not the Council’s place to step in and dictate who a company can or cannot do business with. <br /> <br />Mayor Johnson recommended the Council move on to the next issue. <br /> <br />Gozola reviewed the impact the development would have on area schools and noted there would be no impact <br />as the school district has plans in place that reflect the needs of the entire community. <br /> <br />Schlichting described what the impact on TIF would be to increase the affordability options. He explained the <br />development would serve families with an income limited to $42,000 to $58,000 per year depending on the <br />number of bedrooms needed. <br /> <br />Councilmember Allen questioned if the affordable housing units would have salary caps. Schlichting indicated <br />residents would not qualify if they made more than the cap when applying for the unit. <br /> <br />Councilmember Allen stated he would be interested in speaking with Dominion to see if 10% of the units <br />could be set aside for 30% AMI. He explained there was a need for more affordable housing units at this level. <br /> <br />Mayor Johnson commented this ship has sailed noting the TIF was already approved for this project. She <br />appreciated the thought behind this but stated this discussion should have been held some time ago.
