REQUEST FOR COUNCIL CONSIDERATION <br />ITEM DESCRIPTION: Consider a Resolution Memorializing the Midtown Village EAW Record of <br />Decision <br />DEPARTMENT HEAD’S APPROVAL: <br />CITY MANAGER’S APPROVAL: <br />No comments to supplement this report ___ Comments attached ___ <br />15.99 Deadline: none <br />Recommendation: Approval of the resolution memorializing the Midtown Village EAW Record <br />of Decision finding that an Environmental Impact Statement will not be <br />necessary. <br />Legislative History: Feb – April 2019: EAW researched and prepared by SHC on behalf of the City <br />of New Brighton at the expense of the developers <br />April 15, 2019: EAW distributed for public comment <br />May 15th, 2019: EAW public comment period closed <br />May 28th, 2019: Council asked to adopt a record of decision <br />Financial Impact: Significant. Completing the environmental review requirement for the <br />Midtown Village land must be completed prior a development moving <br />forward on the site. <br />Summary: By state statute, an Environmental Assessment Worksheet (EAW) was <br />required to be prepared for the proposed Midtown Village Development. <br />Necessary research was conducted, and an EAW was drafted and distributed <br />in accordance with all statutory requirements. All issues identified by the <br />EAW can be addressed as part of the development process, and nothing out <br />of the ordinary was discovered that would require further review via an <br />Environmental Impact Statement (EIS).
