<br /> <br /> <br /> <br /> <br /> <br />Council Worksession <br />June 24, 2019 <br />5:00 pm <br /> <br />Present: Mayor Valerie Johnson <br /> Councilmember Graeme Allen <br /> Councilmember Mary Burg <br /> Councilmember Paul Jacobsen <br />Absent: Councilmember Emily Dunsworth <br /> <br />Staff in Attendance: Dean Lotter, Ben Gozola, Devin Massopust, Craig Schlichting, Scott Gigrich <br /> <br />Guests in Attendance: <br /> <br />Quick Introduction to New Staff <br />Lotter introduced the newly hired staff members to the City Council. <br /> <br />Code Enforcement Follow-Up <br />Gozola provided the Council with a presentation on the City’s Code Enforcement efforts. He noted this was a <br />follow up to the Council’s previous discussion that was held in March of 2019. He reported Scott Gigrich and <br />Becca Nelson serve the City as the code compliance staff. He provided examples of what is and is not a <br />violation in the City. He explained he would be seeking recommendations from the Council regarding the <br />International Property Maintenance Code (IPMC), along with recommendations to improve enforcement <br />activities and how to better manage rental properties in the community. Staff reviewed proposed City Code <br />language changes with respect to the IPMC and recommended the City prohibit anonymous complaints. He <br />described a software module that would assist the Code Enforcement Department in better managing <br />complaints. <br /> <br />Councilmember Burg asked if antique cars could be stored outdoors. Gigrich explained these vehicles were to <br />be stored indoors during the restoration process if the antique car was inoperable. <br /> <br />Councilmember Burg questioned if code enforcement violations would still be complaint based. Gozola <br />reported this was the case. <br /> <br />Further discussion ensued regarding the amount of time residents were granted to bring their property into <br />compliance with City Code. <br /> <br />Councilmember Jacobsen inquired how college rental housing were managed by the City. Scott explained <br />only houses with three units or more were managed by the City. He indicated the City would only visit a <br />college rental house if a complaint were received. <br /> <br />Mayor Johnson stated she wanted the City Code to be reasonable and not over reaching. In addition, she did <br />not want City Code be too difficult for staff to enforce. <br /> <br />Councilmember Burg asked what issues have been difficult for staff to address. Scott stated the woodpecker <br />holes, hoarding situations and the location of garbage cans.
