<br /> <br />REQUEST FOR COUNCIL CONSIDERATION <br />ITEM DESCRIPTION: CONSIDER AGREEMENT WITH RAMSEY COUNTY FOR AN ORGANICS ENCLOSURE <br />AT THE PUBLIC WORKS FACILITY <br />DEPARTMENT HEAD’S APPROVAL: Craig Schlichting, Director of Community Assets and Development <br /> <br />CITY MANAGER’S APPROVAL: <br />No comments to supplement this report ___ Comments attached ___ <br /> <br />Recommendation: To approve an agreement with Ramsey County for establishment and operation of <br />an on-going organics collection enclosure within the City. <br />Legislative History: None <br />Financial Impact: There will be minimal financial impact to the City by coordinating the proposed <br />recycling efforts with Ramsey County. The City as well as the County will need to provide designated <br />staff to monitor the collection area for site effectiveness , and to ensure the site is operating in <br />conformance with all applicable laws, rules, and ordinances. <br />Explanation: Ramsey County is proposing to construct a Source Separated Organics (SSO) collection <br />site that will serve as a public drop off location for residential SSO. The site will be available free of <br />charge to all Ramsey County residents, and will operate in accordance with State and local laws, rules <br />and ordinances. <br />1. The County will be responsible for ongoing maintenance costs of the collection site. <br />2. The County will install collection site signage and directional signs. <br />3. The County will monitor, procure, and pay for SSO hauling from the collection site. <br /> <br />The City was asked to provide a location for the site to be built. The site location will be located in the <br />cul-de-sac near the Public Works Building, 700 5th Street N.W. (see the GIS map attached). <br />Attachments: 1.
