Councilmember Allen commented a grant would be the City’s best option, but encouraged staff to seek other
partners to assist in sharing this position. He supported this position being built into the budget going forward,
along with the ICTF.

Councilmember Burg asked that staff provide the Council with a copy of the PowerPoint presentation.

Mayor Johnson suggested a Councilmember speak with the faith-based organizations in the community to see
if they could partner with the City on this position. She commented on a multi-culturalism event that was
coming up and stated the Council or staff may learn how to better serve the community by attending this event.

Councilmember Dunsworth explained the University of Minnesota offered classes on multi-culturalism as well
and would provide staff or the Council with great opportunities to learn.

The Council thanked staff for all of their work on this item.

Meeting about Meetings – Planning
Mayor Johnson stated a Councilmember requested a refresher on how meetings are handled and what the
expectations are. She described how items are placed on an agenda, noting it took two Councilmembers to
make the request. She commented on how she was pleased to see how well the Council worked together for
the betterment of the community. She believed the Council worked better by having open discussions on topics
and noted in the end the majority of the Council rules.

Councilmember Burg commented on the gentleman that spoke recently at the City Council meeting regarding
an unpaid water bill. Lotter stated this gentleman was questioning why a Council member was not receiving
late fees or the bill was not being assessed and explained this was for a Councilmember several years ago.

Councilmember Burg clarified for the record that after speaking with Finance Director Davitt no one on the
Council has an outstanding water bill.

Mayor Johnson asked if the Council wanted to have further discussion regarding meeting about meetings. She
encouraged Councilmembers to contact her or Lotter with questions.

Councilmember Allen stated it may be helpful for worksession topics to be provided to the Council sooner
than the Friday before each meeting.

Mayor Johnson encouraged Councilmembers to bring items to her if something were to occur at a Commission
meeting.

Lotter asked if the Council supported a larger TV being purchased for the license bureau area. The Council
supported this purchase and indicated this space could possibly be used for overflow residents attending City
Council meetings.

Worksession adjourned at 5:59 pm

Respectfully submitted,

Terri Spangrud
City Clerk
