<br /> <br /> <br /> <br /> <br /> <br />Council Worksession <br />August 13, 2019 <br />5:00 pm <br /> <br />Present: Mayor Valerie Johnson <br /> Councilmember Graeme Allen <br /> Councilmember Mary Burg <br /> Councilmember Paul Jacobsen <br />Absent: Councilmember Emily Dunsworth <br /> <br />Staff in Attendance: Dean Lotter, Brenda Davitt, Craig Schlichting, Jennifer Fink, Devin Massopust, Tony <br />Paetznick <br /> <br />Guests in Attendance: <br /> <br />2020-2029 CIP Presentation <br />Lotter reported staff had a presentation for the Council on the 2020 through 2029 Capital Improvements Plan <br />(CIP). He stated work on this plan was being done in conjunction with the 2020 budget. <br /> <br />Davitt provided the Council with a draft copy of the CIP. She noted a utility analysis still had to be completed <br />prior to this document being finalized. She reviewed the capital projects planned for each year from 2020 <br />through 2029 by department noting the funding source. She explained the CIP helped the City with financial <br />sustainability and creates greater transparency. She then discussed the City’s debt management plan for years <br />2020 through 2029. <br /> <br />Councilmember Allen asked if the Parks Strategic Plan had been written into the CIP. Fink explained the new <br />strategic plan has not yet been incorporated into the CIP. She indicated this would be done once the plan was <br />completed and approved by the Council. <br /> <br />Mayor Johnson questioned when the parks strategic plan would be completed. Fink anticipated the plan would <br />be completed by October or November of 2019. <br /> <br />Councilmember Allen inquired if the replacement plan for the Eagle’s Nest had been revised based on the <br />heavy use. Fink reported the replacement plan has remained as is and was not shortened. <br /> <br />Councilmember Burg commented she was proud of the City’s efforts to reduce its reliance on external debt. In <br />addition, she was pleased to see how the Council was working to increase the size of the City’s tax base. <br /> <br />Councilmember Jacobsen stated because the City had worked so diligently to reduce its need for external debt, <br />the City’s bond rating had increased. He commented on the benefits of the City having a superior bonding <br />rating. <br /> <br />Mayor Johnson was proud of the fact the City was staying true to itself and was working to achieve its <br />financial goals. <br /> <br />
