<br /> <br />REQUEST FOR COUNCIL CONSIDERATION <br /> <br />ITEM DESCRIPTION: Authorization to make application for Water Efficiency Grant offered by <br />Metropolitan Council <br />DEPARTMENT HEAD’S APPROVAL: Craig Schlichting, Director of Community Assets & Development <br />CITY MANAGER’S APPROVAL: <br />No comments to supplement this report ___ Comments attached ___ <br /> <br />Recommendation: <br />Approval to apply for a Water Efficiency Grant from the Metropolitan Council for up to $50,000 to fund <br />“Operation Flush 2”, a program which will offer multi‐family properties in New Brighton new water <br />efficient toilets for free or at a deep discount. <br /> <br />Legislative History: <br />Council approved a similar grant application in 2015 and the program was extremely successful and <br />effective. <br /> <br />Financial Impact: <br />The maximum grant amount is $50,000 and the grant program requires municipalities to fund 25% of <br />the cost of the program. If the City were awarded the maximum grant amount, the City would have to <br />provide $12,500 in funding. Previously, the beneficiaries of the rebate program entered into sub‐grant <br />agreements and paid for the 25% match over a 2‐year period billed through their utilities with the <br />incentive of reducing overall costs by upgrading fixtures to high efficiency Energy Star products. <br /> <br />Explanation: <br />The Metropolitan Council announced they are offering a second round water efficiency grant program <br />(effective September 30, 2019 to June 30, 2022). Staff has attached more information about the grant <br />program for Council’s information. Staff believes an opportunity exists to use this grant program once <br />again to reduce water consumption in multi‐family apartment complexes by replacing old toilets with <br />US EPA WaterSense toilets. Toilets offer the best Return on Investment (ROI) for the recipients and <br />have been simple to implement. Staff has not fully refined all aspects of the program that we’d seek <br />grant funding for, but considering the success of our previous rebate project, we would run this program <br />in a similar fashion. Applications are due September 30, 2019 and only $750,000 is available with a <br />$50,000 cap.
