Consideration of Resolution for Early Decertification of TIF District #23 & #30. <br /> <br />Motion by Councilmember Jacobsen, seconded by Councilmember Burg to adopt and authorize the <br />Resolution Authorizing Early Decertification of TIF District No. 23 – Thorndale Plaza and TIF <br />District No. 30 – Brighton Village – Beisswenger’s. <br /> <br />City Manager Lotter indicated Finance Director Davitt would be presenting this item to the Council. <br />Finance Director Davitt stated on November 14, 1994, the City certified TIF District 23 to assist with the <br />development of 25 handicapped housing units. TIF District 30 was certified on June 28, 2004, to assist with <br />the demolition of the existing Brighton Village Shopping Center and development of a 12,500 sq. ft. drug <br />store, two retail buildings totaling 28,750 sq. ft., a 28,000 sq. ft. medical office building, a 3,000 sq. ft. food <br />restaurant and relocation of Beisswenger’s to a new site with a 41,000 sq. ft. building. By decertifying TIF <br />Districts 23 and 30 as of December 31, 2019, the City’s overall tax capacity will be increased. For taxes <br />payable 2020, the captured tax capacity of District 23 is $19,468 and District 30 is $323,556. Both of these <br />TIF Districts have interfund loan balances with the Municipal Development Fund that will be repaid by the <br />end of the year. With no other outstanding obligations, Ehlers, the City’s public financial advisor, <br />recommended that both of these TIF Districts be decertified. She commented further on how the <br />decertification would benefit the City and recommended the Council authorize the decertification. <br />Councilmember Burg explained TIF districts do not cost the taxpayers anything to establish but rather was a <br />tool that helps property to redevelop. <br />City Manager Lotter discussed on how students living in the Midtown Village development would bring <br />more dollars to the school district. <br />Councilmember Jacobsen thanked staff for the thorough report on this item and stated he was pleased to see <br />the City was able to decertify this TIF district early. <br /> <br /> <br /> <br /> <br /> <br />Special Order of <br />Business <br /> <br /> <br /> <br /> <br />Consent Agenda <br />1.
