REQUEST FOR COUNCIL CONSIDERATION

ITEM DESCRIPTION: Consider Approval of Agreement with City of Saint Paul for Ramsey County
Traffic Safety Initiative (RCTSI)
DEPARTMENT HEAD’S APPROVAL: Anthony S. Paetznick, Director of Public Safety
CITY MANAGER’S APPROVAL:
No comments to supplement this report ___ Comments attached ___

Recommendation: Approval of Agreement with City of Saint Paul for Ramsey County Traffic Safety
Initiative (RCTSI).

Legislative History: New Brighton has participated in the Ramsey County Traffic Safety Initiative
(RCTSI) since its creation in 2009.

Financial Impact: The City of New Brighton is reimbursed for overtime expenditures incurred by
Public Safety’s participation in RCTSI, which is budgeted at $32,058.00.

Explanation: The Ramsey County Traffic Safety Initiative (RCTSI) efforts to reduce death and
injury on roadways by raising public awareness and enforcing traffic regulations
by integrating resources from state, county and local agencies with grant
funding awarded by the Minnesota Department of Public Safety Office of Traffic
Safety. These saturation campaigns use officers from every law enforcement
agency in Ramsey County, including the police departments of Maplewood,
Mounds View, New Brighton, North Saint Paul, Roseville, Saint Paul, Saint
Anthony and White Bear Lake, and the Ramsey County Sheriff’s Office. The
updated agreement reflects a structural change in RCTSI from the Ramsey
County Sheriff’s Office to the City of Saint Paul Police Department as the fiscal
agent for the 2020 Toward Zero Deaths (TZD) Enforcement. The New Brighton
City Attorney has reviewed the document.

________________________
Anthony S.
