September 10, 2019 Page 4 of 7 <br />was looking to the future in order to keep its finances strong going forward. <br />Mayor Johnson indicated she appreciated the discussion the Council was having on the 2020 <br />budget as it allowed the public to be educated on the budget and City’s finances. She stated it <br />would have been easy for the Council to push debt free streets past 2025. However, after <br />discussion between staff and the Council a compromise was reached. She requested further <br />comment from staff regarding the difference between internal and external debt. Finance <br />Director Davitt described the differences between internal and external debt. City Manager <br />Lotter provided further comment on the benefit of moving away from external debt noting the <br />City would be paying less interest in the long run. He stated the Council was using good fiscal <br />stewardship by working to reduce and/or eliminate the need for external debt. <br />Mayor Johnson stated she was proud of the budget and the fact it emphasized the great <br />financial work being done by the City. Consideration of Resolution Adopting the Proposed Preliminary Tax Levy for <br />Taxes Payable 2020 for Lake Diane and Bicentennial Pond Storm Sewer <br />Improvement Taxing Districts. <br /> <br />Motion by Councilmember Burg, seconded by Councilmember Jacobsen to Approve the Resolution <br />Adopting the Proposed Preliminary Tax Levies for Taxes Payable in 2020 For Lake Diane and <br />Bicentennial Pond Storm Sewer Improvement Taxing Districts. <br /> <br />City Manager Lotter indicated Finance Director Davitt would be presenting this item to the Council. <br />Finance Director Davitt stated the City has established Storm Sewer Improvement Taxing Districts within the <br />City for Lake Diane and Bicentennial Pond. A Storm Sewer Improvement Taxing District is an area within <br />the territorial limits of a municipality. The municipality may acquire, construct, maintain, and otherwise <br />improve storm sewer systems and related facilities within the district for the benefit of the district. The <br />Department of Community Assets and Development (DCAD) Department works with the residents of each <br />district to determine specific projects and courses of action. The costs involved are recovered by levying tax <br />on all taxable properties within the district. The DCAD Director recommends that $3,750 for Lake Diane and <br />$2,100 for Bicentennial Pond be adopted as the preliminary proposed 2020 storm sewer improvement taxing <br />district tax levies. The City has adopted similar tax levies for both districts for a number of years. <br />Mayor Johnson reported the residents living on these ponds have asked for the improvement district. Consider an Ordinance updating language on zoning enforcement and enforcement activities <br />relating to the City’s most common complaints and issues and a resolution authorizing <br />summary publication. <br /> <br />Motion by Councilmember Allen, seconded by Councilmember Burg to Approve a final ordinance <br />updating language on zoning enforcement and enforcement activities relating to the City’s most <br />common complaints and issues. <br /> <br />City Manager Lotter indicated Assistant Director of Community Assets and Development Gozola would be <br />presenting this item to the Council. <br />Assistant Director of Community Assets and Development Gozola explained Council was seeking to <br />improve the City’s ordinances to address the most common enforcement activities, complaints, <br />and issues.
