REQUEST FOR COUNCIL CONSIDERATION

ITEM DESCRIPTION: Consider an Ordinance Amending the 2019 Fee Schedule
DEPARTMENT HEAD’S APPROVAL: Jennifer Fink, Director of Parks and Recreation
CITY MANAGER’S APPROVAL: Dean Lotter, City Manager
No comments to supplement this report ___ Comments attached ___

Recommendation:
Approve the ordinance amending the 2019 Fee Schedule.

Legislative History:
December 11, 2018 – Council adopted the 2019 fee schedule

Financial Impact:
This change will not have a negative impact on revenues, as the administrative costs are only charged
if a homeowner elects to have the City coordinate the removal. If there is no request, the City does
not incur the expense of the removal, therefore having no impact on the general fund.

Explanation:
The City of New Brighton, under Ordinance, Chapter 17 Article 2, operates a Shade Tree Disease
Control program. This program consists of a city wide inspection for diseased elm, oak and infested
ash trees with the subsequent removal and disposal of any diseased or infested trees or wood. The
removal of the infested tree(s) is the responsibility of the property owner. The tree(s) that need to be
removed and have their stumps ground.

As a service to property owners, the City has a program available to coordinate the removal of these
trees and stumps. Because of the spike in Emerald Ash Borer in the City of New Brighton over the last
two years, staff anticipates more people taking advantage of this service, along with growing costs for
property owners (more trees needing to be removed.) Because the City values the health of the urban
forest and understands that these costs are often unanticipated by property owners, staff
recommends a policy that the administrative fee for this service be 20% with a maximum fee of $500.

________________________
Jennifer Fink
Parks and Recreation Director
Agenda Section: Consent
Report Date: Sept. 20, 2019
Council Meeting Date: Oct. 8, 2019
