REQUEST FOR COUNCIL CONSIDERATION <br />ITEM DESCRIPTION: Resolution to Apply for 2020 Score Grant Funds and Establishment of the 2020 <br />Recycling Service Charge <br />DEPARTMENT HEAD’S APPROVAL: Craig Schlichting, Director Community Assets and Development <br />CITY MANAGER’S APPROVAL: <br />No comments to supplement this report ___ Comments attached ___ <br />15.99 Deadline: none <br />Recommendations: Approval of a resolutions authorizing staff to apply for 2020 SCORE Grant <br />funding and establishment of the 2020 recycling service charge. <br />Legislative History: Every October, the City Council is asked to approve a resolution authorizing <br />staff to pursue a SCORE grant through Ramsey County, and to establish the <br />coming year’s recycling rate. <br />Financial Impact: Discussed below. <br />Summary: Every year, Ramsey County administers grants to municipalities in support of <br />recycling services. These grants have been named SCORE grants as money is <br />allocated from the State via the Select Committee on Recycling & the <br />Environment (SCORE). Under the terms of the application process, New <br />Brighton must submit a resolution from its governing body requesting the <br />SCORE funding allocation. SCORE grant money partially funds New Brighton’s <br />curbside recycling program. Recycling expenses for 2020 are projected to be <br />approximately $263,200. Staff anticipates the City will receive approximately <br />$54,145.00 in SCORE funds, which is approximately $88.00 more than the City <br />received via 2019 SCORE funds. The remaining recycling funds of $209,055 <br />are raised through the City’s Recycling Service Charge, which is collected by <br />Ramsey County through the property tax system. <br />In 2020, the City will continue to contract with Republic Services. Under the <br />exsiting contract, rates are slated to increase to $3.04 per month or $36.48 <br />per year per household. Currently residents pay $35 per year for this service. <br />With SCORE grant funds somewhat subsidizing program expenses for 2020, <br />staff recommends a yearly increase of $1 to cover additional expenses.
