<br />CITY OF NEW BRIGHTON <br /> <br /> Proclamation <br /> <br /> <br /> <br /> WHEREAS Dean Lotter joined the City of New Brighton on February 1, 2007 and at 12 years, 9 months and 26 days of <br />service, has the longest tenure of any City Manager since the City started tracking this in 1950; and, <br /> WHEREAS Dean has helped the City implement and adhere to long-term financial management plans that keep the City <br />financially healthy and increased its bond rating to AA+. Dean has implemented a debt-free streets plan and a <br />cash funded fleet / non-fleet program, facilitated the update of the City’s financial software and worked with <br />the City Council to keep services high while keeping taxes per capita below that of comparable cities; and, <br /> WHEREAS Dean has overseen the redevelopment of a large portion New Brighton - such as the Northwest Quadrant, The <br />Exchange and Midtown Village - and has seen numerous businesses such as APi, TUV, CSI, and Northeast <br />Bank, make New Brighton their home. Dean has diligently and passionately worked to provide safe and reliable <br />water for New Brighton residents as well as for residents of our neighboring communities by working with the <br />United States Army – after winning two landmark court cases - to secure funding to remove contaminates left <br />by the former Twin Cities Army Ammunition Plant (TCAAP) from our aquifer. This work included an <br />expansion of New Brighton Water Treatment Plant 1 to add a new 1,4-dioaxane treatment system; and, <br /> WHEREAS Dean has been responsible for hiring all members of the current Public Safety staff (14 police officers, 28 <br />firefighters and 5 civilians) and has managed the implementation of the shared police Records Management <br />System (RMS) with Ramsey County SO, Mounds View and Maplewood police departments. Dean has <br />overseen the implementation of a digital evidence system for Body Worn Cameras, squad cameras and facility <br />cameras and worked with HSEM and MCPA to update the Public Safety Center training room. He has helped <br />our Public Safety Department achieve 1st place National finished for National Night Out in 2009, 2013 and <br />2015, the International Association of Chiefs of Police Association (IACP) Community Policing Award in <br />2011 and, the Local Government Innovation Award for Closest Unit Dispatching in 2018; and, <br /> WHEREAS Dean has overseen more than $6.5 million in facility improvements during his tenure including City Hall, <br />New Brighton Lion’s Park, the Eagles Nest Replacement, the New Brighton Community Center (NBCC) <br />Locker Room Renovation and Roof replacement, HVAC and other energy efficiency projects at the NBCC. He <br />has transformed the City’s Parks and Recreation Department through a staff reorganization to better help <br />provide services to the residents of New Brighton resulting in over 5.6 million visitors to the NBCC; and <br /> WHEREAS Dean is leaving the organizational culture that he carefully crafted in which everyone –regardless of service <br />area or position– demonstrates a personal commitment to thinking ahead, to thinking of other people’s <br />perspectives, to being open to new ideas and solutions, to leading with passion, to being inclusive, to finding <br />creative solutions to improve services and, to increasing process and financial efficiencies to make life better <br />for New Brighton residents. Dean and his wife Wendy are leaving for California where Dean has accepted a <br />position with the City of Eureka. Dean will be deeply missed by his work family who vows to honor his <br />leadership and strategic guidance by working to continue to foster collaboration and communication to maintain <br />this culture of success. <br /> NOW, THEREFORE, I, VALERIE JOHNSON, Mayor of The City of New Brighton, Minnesota, in recognition of Dean <br />Lotter’s service to the citizens of New Brighton, members of the City Council and City Staff, do hereby present this <br />proclamation and offer our heartfelt thanks, fondest wishes and sincerest congratulations to: <br />Dean Lotter <br />in the City of New Brighton. <br /> <br />IN WITNESS WHEREOF, I have hereunto set my hand and caused the <br />Seal of the City of New Brighton, Minnesota to be affixed this <br />26th day of November 2020. <br /> <br /> <br /> <br /> VALERIE JOHNSON – MAYOR
