Mayor Johnson reported this was a 20-year plan for the Council to consider. She indicated the Council had a
CIP in place and asked how the parks had been impacted by the CIP. Fink stated no park improvements had
been made in the past two years except for the new equipment at Lions Park. She explained her department
was waiting to complete this study before making recommendations to the City Council. She reported a
number of parks were scheduled for new equipment beginning in 2020. She commented further on how the
Parks Department was working to finance these improvements.

Councilmember Dunsworth asked how staff would set priorities once the plan was final. Ms. Amber reported
park conditions would be considered, along with accessibility issues.

Councilmember Dunsworth recommended some quick wins be written into the plan to provide visible signals
to the public that their voices have been heard.

Councilmember Burg stated when she travels, she enjoys visiting other communities’ parks. She suggested
resting stations and art be included in the future plans for the City’s parks.

Councilmember Dunsworth asked how the school district has been as a partner to the City. Fink commented
on the joint agreement the City had with the school district for Sunnyside Park. She anticipated there would be
continued opportunities in the future for the City to partner with the school district. Further discussion ensued
regarding the tennis courts near the elementary school.

Councilmember Burg was excited for this plan to be completed and how it would positively impact the City’s
parks going forward.

Mayor Johnson described how the investment in the Eagle’s Nest has greatly impacted the community. She
anticipated a splash pad put in the right location would be another great community asset.

Further discussion ensued regarding how the Council could fund future park improvements.

Lotter commented on how the City could bond or proceed with a referendum in order to fund the Parks Master
Plan. He discussed how beneficial LGN has been to the City.

Davitt stated a levy or interfund loan could also be used.

Fink reported one of the great findings from the study was that the Community Center, while 25 years old, was
in great condition and has been well maintained. She discussed how reorganizing the space would improve
function for all users. She reviewed the next steps for the Parks Master Plan and thanked Candace and her
team for all of their assistance with the study.

Worksession adjourned at 6:10 pm

Respectfully submitted,

Terri Spangrud
City Clerk
