She explained several of the <br />items listed were items that had to be approved on a yearly basis. <br />Councilmember Burg described the Change for the Better Program and encouraged all New Brighton <br />residents to participate in this wonderful program. <br />Councilmember Allen thanked the Kitchen Kut Ups and Dairy Queen for donating to funds to the Parks and <br />Recreation assistance fund. <br />Mayor Johnson thanked all who contributed and volunteered to be a part of the Beautiful Project mural. She <br />then commented on Consent Agenda Item 17 and noted the Council would continue to refer items to its <br />Commissions for further discussion when items of concern were brought to the City Council’s attention. <br />Councilmember Jacobsen reported the City’s legal newspaper for 2020 would be the Pioneer Press. <br /> <br />4 Ayes, 0 Nays - Motion Carried <br /> <br />Public Hearing <br /> <br />1. Consider a Resolution Approving a Preliminary and Final Plat for Murlowski <br />Industrial Park. <br /> <br />Motion by Councilmember Allen, seconded by Councilmember Jacobsen to approve the requested <br />preliminary and final plat based on the findings of fact and subject to the conditions listed within the <br />staff report. <br /> <br />Acting City Manager Massopust indicated Assistant Director of Community Assets and Development <br />Gozola would be presenting this item to the Council. <br />Assistant Director of Community Assets and Development Gozola stated Murlowski Properties Inc. are <br />seeking to clean up the legal descriptions between their properties and surrounding properties to position the <br />property for future development or sale. Through this plat, the existing four parcels will be combined into <br />two. Boundaries for the resulting parcels will mimic existing parcel lines. The only visible changes will <br />largely be to the legal descriptions of the land in this area. He reported the Planning Commission discussed <br />this matter at their December meeting and recommended approval based on the findings of fact and subject to <br />conditions. <br /> <br />Motion by Councilmember Jacobsen, seconded by Councilmember Burg to open the <br />Public Hearing. <br /> <br />4 Ayes, 0 Nays - Motion Carried <br /> <br />The Public Hearing was opened at 7:19 p.m. <br /> <br />Mike Murlowski, 2200 Old Highway 8 NW, thanked staff for providing a thorough report. He explained he <br />could support providing a 30 foot easement over Lot 2 but stated he would like this easement to be vacated <br />after staff determines where the new storm sewer should be located. He requested language be written into <br />the approval as such. He commented he has operated his business from this location since 1992. He stated he <br />was having a hard time understanding why the City was requiring a 60 foot easement on the north side of the <br />property. <br />Mario Cocchiarella, 2200 Old Highway 8 NW, reported he was the new owner of Bel Air Site Work <br />Services and owned Maplewood Development Companies. He noted he owned a long standing real estate <br />development company. He stated the Murlowski Brothers built themselves quite a business in New <br />Brighton. He explained he wanted to be a good neighbor and wanted to understand why he was being asked <br />to grant an easement that would cause a building to encroach within the plat. He understood the easement <br />may be vacated in the future, but indicated he would be non-conforming overnight. He stated the City would <br />not be losing any control over the property, but rather the legal descriptions on the plat were being cleaned up. <br /> <br />19.
