<br /> <br /> <br /> <br /> <br /> <br />Council Worksession <br />March 2, 2020 <br />5:00 pm <br /> <br />Present: Mayor Valerie Johnson <br /> Councilmember Graeme Allen <br /> Councilmember Mary Burg <br /> Councilmember Emily Dunsworth <br /> Councilmember Paul Jacobsen <br />Absent: <br /> <br />Staff in Attendance: Devin Massopust, Brenda Davitt, Jennifer Fink, Craig Schlichting, Jason Hicks <br /> <br />Guests in Attendance: Candace Amberg, WSB <br /> <br />Review of Draft – Parks Comprehensive Plan – Jennifer Fink, Director of Parks and Recreation and Candace <br />Amberg, WSB <br /> <br />Massopust reported the previous Parks Comprehensive Plan was completed in 2006. He indicated this plan was <br />outdated and the City was in need of updated comprehensive information on the community and its needs. He <br />explained the City Council approved the new Park and Trail System Master Plan in November of 2018. He <br />stated the Parks Steering Committee has been working with staff for over a year to complete this project. He <br />commented Parks and Recreation Director Fink and Candace Amberg from WSB was before the Council to <br />present the plan and to take feedback on the proposed projects. <br /> <br />Fink stated in November of 2018 the Council directed staff to work with WSB on a Parks Comprehensive <br />Plan. She explained she has been incredibly pleased with the work Candice Amberg and Eva Kelly have <br />provided to the City on this project. She indicated she was extremely pleased with the end results in the plan <br />and saw it as a bright and shining opportunity for New Brighton. <br /> <br />Candace Amberg, WSB, presented the Park and Trail System Master Plan to the Council. She explained this <br />plan was a strategic and comprehensive plan that provides an overall community vision for the parks, trails and <br />recreation for the City of New Brighton for the next 20 years. She indicated the Council would want to <br />continue to revisit this document over time in order to make updates. She discussed the community vision and <br />goals for the City’s parks and trails. The rating system that was used for evaluating the City’s parks and park <br />structures was described. The project visions and goals were to strengthen community connections, create a <br />sense of place and community, create places to gather and interact, to create safe, comfortable and attractive <br />streets, to celebrate parks as neighborhood activity centers, and to sustain fiscal and environmental <br />responsibility. <br /> <br />Ms. Amberg stated the recommendations being made to the City Council were to prioritize community <br />improvements and facilities that serve the greater community. Potential changes to the City’s Community <br />Center and Civic Campus were reviewed in further detail. <br /> <br />Councilmember Burg asked if a third story could be added to the Community Center. Fink reported this would <br />be cost prohibitive.
