reduction, training and education, and officer wellness and safety. He described the actions the Public Safety <br />Department has taken in the last five years to incorporate these pillars. He then commented on the framework <br />that was in place to continue the good work that has started. He commented on the importance of listening at <br />this pivotal time and noted he has appreciated the comments he was receiving from residents. He encouraged <br />residents to visit the City’s website in order to provide additional feedback on the Listen page. <br />Councilmember Dunsworth thanked Director Paetznick for his report. She explained she had a ton of <br />questions and she believed this topic required more than 30 minutes at a worksession meeting. She requested <br />this topic be brought back to a future worksession meeting for further discussion. She indicated this was a <br />topic that the City needed to be fully transparent about. <br />Mayor Johnson stated this item was just recently added to the agenda and she appreciated Councilmember <br />Dunsworth suggestion to further discuss this topic at a future meeting. <br />Councilmember Allen thanked Director Paetznick for his thorough report and stated he looked forward to <br />further discussing this topic. <br />Councilmember Dunsworth questioned how the City addresses a complaint or incident. Paetznick stated <br />pursuant to the Minnesota Board of Peace Officers standards all law enforcement agencies are required to have <br />a complaint policy in place. He reported the forms were readily available to the public and can be submitted <br />via email, fax, regular mail or over the phone. He explained these complaints are then reviewed by a supervisor <br />and was sorted to determine the level of severity of the complaint. His staff determines if coaching, mentoring <br />and training was required or if a policy violation has occurred more action was required. <br />Councilmember Jacobsen asked how many complaints the department receives per year and what type of <br />complaints are received. Paetznick explained formal complaints are rare. He stated lower level complaints are <br />made each year and are handled by management through training and mentoring. He indicated he could <br />investigate this further and would have this information for the Council to review at a future meeting. <br />Councilmember Dunsworth stated she was concerned about microaggressions. She inquired if this was talked <br />about within the Public Safety Department. Paetznick commented microaggressions was not a topic within the <br />departments training manual but this was addressed in de -escalation training. He discussed how training <br />within the State was evolving to address these new topics. He noted he could provide the Council with further <br />information regarding the ongoing training the City’s officers receive each year. <br />Massopust reported the Council could plan to address this topic further at the June 23rd worksession meeting. <br />Worksession adjourned at 6:27 pm <br />Respectfully submitted, <br />Terri Spangrud <br />City Clerk
