October 27, 2020 Page 3 of 7 <br />Motion by Councilmember Jacobsen, seconded by Councilmember Fynewever to open <br />the Public Hearing. <br /> <br />A roll call vote was taken. <br /> <br />5 Ayes, 0 Nays - Motion Carried <br /> <br />The Public Hearing was opened at 6:37 p.m. <br /> <br />City Manager Massopust indicated Community Assets and Development Director Schlichting would be <br />presenting this item to the Council. <br />Community Assets and Development Director Schlichting stated City Project 19‐1, 2019 Street <br />Rehabilitation consisted of the reconstruction of approximately 2.81 miles of residential <br />streets by the removal of the existing bituminous surfacing, removal and replacement of <br />sections of concrete curb and gutter, storm sewer construction, watermain and hydrant <br />replacement, sanitary sewer replacement, pond dredging, street excavation and grading, <br />aggregate base, bituminous surfacing, and boulevard repair. Staff reviewed the streets included <br />within City Project 19-1, discussed the utility improvements that were completed, and noted all <br />work was now finished. The cost breakdown for the project was reviewed in detail. Staff <br />recommended the Council hold a public hearing and adopt the assessments for this <br />improvement project. <br /> <br />Mayor Johnson opened the meeting for public comments. <br /> <br />A resident living at 543 Riviera Drive, discussed the assessment notice he received from the City. He <br />explained he was a retired individual and questioned if the interest rate could be deferred for seniors. <br />Marie Madeen, 560 Riviera Drive, indicated last fall when she spoke to the City about her assessment, she <br />was told the amount would be somewhere between $1,200 and $1,500. She stated her assessment amount <br />was now double that. She asked if corner lots had to be pay double the assessment amount. She expressed <br />frustration with the terrible way her yard was reconstructed. She noted she had a fractured foot and a sprained <br />ankle. She reported she lost a lot of flowers and her cactuses were gone. She explained she has lived in her <br />home for the past 54 years and she was not happy with the fact her yard was dug up without any notice. She <br />indicated her flowers and plants could have been saved. She expressed frustration with the fact that she asked <br />to have her entire driveway replaced, but was told no. She commented she was pleased the road had been <br />replaced, but she was not happy with how her yard looks, with the fact she lost a number of flowers, and that <br />her assessment came in higher than anticipated. <br />Ann Westgard, 527 Continental Drive, thanked the City for providing her with a nice, new street. She <br />appreciated the hard work and staff efforts that went into this project. <br />Kathy Gerpentrog, 520 15th Avenue SW, asked why the City was recommending the assessment be spread <br />over a 10 year period or that it be paid in full. <br />Mayor Johnson stated this was an option available to residents. She noted residents could pay off the <br />assessment early without penalty. She reported residents also had the option of paying off the assessment in <br />full without interest at this time.
