Schlichting reviewed the upcoming storm sewer projects. He reported the City would be addressing a low area <br />on 4th Street and a pipe overflow on Oakwood. In addition, the City would be addressing curb replacement, <br />pond dredging, catch basin replacement and PMP projects. <br />Davitt discussed the proposed storm sewer rates. She reported an increase of $1.22 per quarter for single, two- <br />family and townhome residential properties was being recommended. She commented further on the internal <br />loans that would be necessary to pay for future projects. <br />Schlichting commented on the street light fund and upcoming projects. He explained all final high pressure <br />sodium lights would be re-lamped in 2021. In addition, the City would be completing pole replacements next <br />year. He commented further on miscellaneous re-lamping that would occur in the City. <br />Davitt reviewed the proposed street light rates. She indicated a moderate price increase was needed of 48 cents <br />per quarter for single, two-family and townhome residents and a $1.45 per quarter increase for all other <br />properties. She compared the City’s 2021 utility rates to neighboring cities and explained the projected rates <br />were on the low end. <br />Councilmember Jacobsen asked how many people were taking advantage of the rate assistance program. <br />Davitt reported the City currently had 11 people in this program. It was noted the City has been promoting this <br />program in the City newsletters. <br />Mayor Johnson questioned if all water meters have been replaced. Schlichting stated there were a small <br />number, around 100, that still have to be replaced. He explained there were some members of the community <br />that had reservations with allowing a City staff member into their house due to COVID-19. Smith reported <br />staff has been making an effort to reach out to the commercial properties that still need new water meters in <br />order to have these replaced. <br />Mayor Johnson thanked staff for the thorough report on the City’s utility rates. She stated she appreciated the <br />quality of the water, the stability of the infrastructure system and the fair rates that New Brighton offered to its <br />residents. <br />Worksession adjourned at 5:58 pm <br />Respectfully submitted, <br />Terri Spangrud <br />City Clerk
