REQUEST NARRATIVE <br />Our research has shown that the New Brighton area is faced with a significant increase <br />in the number of adults age 75 and older . Older adults in our community want to live as <br />independently as possible, yet many may struggle with home maintenance, isolation, and/or <br />personal health issues . <br />The Benedictine Health Center at Innsbruck is growing its services to help these older <br />adults remain in their home community while receiving the help they need . Benedictine <br />Health Center at Innsbruck will be expanding to offer active seniors a home in our new <br />independent, assisted living and memory care apartments where seniors can remain as their <br />needs change . <br />PRD WITH A ZONING CLASSIFICATION OF 3B <br />The Benedictine Health Center at Innsbruck has served the New Brighton Community for <br />64 years. We are requesting a change in our current zoning classification of R-3B (main lot) <br />and B-1 (2 east lots) to a PRD with a R-3B zoning classification. This will allow us to add to the <br />senior services we will provide to New Brighton in the future by creating a Continuing Care <br />Retirement Community (CCRC) . We will be adding independent living, assisted living and <br />assisted living memory care to the current services of transitional care and skilled nursing . The <br />change will provide our residents the opportunity to remain in our community as their needs <br />change . They will be able to “Age in Place” . <br />The current staffing for the transitional care and skilled nursing residents is variable with a <br />peak number at 76 during normal business hours and tapers to lower numbers of staffing <br />during the night shift . We anticipate 25 additional staff position per shift for the new <br />apartments. This staffing is 24 hours per day and 365 days per year. <br />The PRD classification provides the framework for us to increase our density to accomplish <br />this goal . The timing of our project occurs during a Comprehensive Plan Amendment for <br />New Brighton currently under consideration by the City . The new Comprehensive Plan <br />Amendment changes our site from Medium Density Residential to High Density Residential . <br />Our understanding is this will increase the maximum density currently permitted, thus <br />increasing the number of allowable units to 50 per acre. The zoning classification is R-3B. The <br />density analysis is based upon the number apartments .
