<br />Traffic Impact Study 5 <br />New Brighton Exchange Update <br />Adjusting for the change in development traffic between the 2014 TIS and the 2019 <br />traffic counts, volumes on Old Highway 8 were compared between 10 th Street and <br />Northwest Parkway. This comparison revealed how much of the through traffic on Old <br />Highway 8 at the three side-street stop-controlled intersections was due to MNPASS <br />construction detour traffic. It was found that this accounted for 22% of daily through <br />traffic on Old Highway 8. The daily volume at this location was counted at 13,850 <br />vehicles but adjusted to 11,150 vehicles when the estimated MNPASS detour volumes <br />were removed. These detour volumes were calculated specifically for peak hours and <br />removed from the intersection volumes for analysis to give more typical traffic volumes. <br />Volumes were balanced along the corridor <br /> <br />At the Old Highway 8/Highway 96 intersection, a 2006 traffic count was used to <br />determine the proportions of through and turning volumes on each approach. Balancing <br />that intersection with the adjusted intersections on Old Highway 8 gives the intersect ion <br />volumes at Old Highway 8/Highway 96. <br /> <br />The average a.m. and p.m. peak hours from the 2019 traffic counts were found to be <br />from 7:30 to 8:30 a.m. and 4:30 to 5:30 p.m. The turning movement count data from <br />the counts are contained in fifteen-minute intervals in the Appendix.
