<br />Traffic Impact Study 10 <br />New Brighton Exchange Update <br />c. Non-site Traffic Forecasting <br />The impacts of the proposed development are studied in the year 2033. To forecast <br />future traffic volumes in the study area outside of the proposed development’s traffic, <br />the general growth in traffic is considered. <br /> <br />Based on the City of New Brighton’s Future Land Use Map for 2040, no new <br />development is anticipated adjacent to the site. Therefore, future traffic volumes will be <br />based upon the general growth alone. <br /> <br />Looking at the City of New Brighton 2040 Comprehensive Plan Update, an annual <br />growth rate of approximately 0.8% is forecast along Old Highway 8 in the study area. <br />This growth rate was applied to all movements in the study network except for those <br />directly accessing the development areas. <br /> <br />Applying this background growth rate to the existing adjusted traffic volumes <br />established the 2033 background forecasts. <br />d. Total Traffic <br />Traffic forecasts were developed for the 2033 Build scenarios by adding the traffic <br />generated by the proposed development to the non-site forecast volumes. The forecast <br />Build peak hour volumes were rounded and are shown in Figure 4.
