Zoning Ordinance Update Initial Process Overview <br />Economic Development Commission; 11-06-19 <br /> <br /> <br />Page 3 <br />PROPOSED PROCESS <br />The zoning code update process is proposed to be completed in the following eight (8) steps: <br />1) Preparation of an Annotated Outline – this will formalize the to-do list for the project, identify the ways <br />issues will be solved, and identify the overall organization to be used when bringing the new language <br />together. This is a critically important document to complete as it establishes the roadmap the City will take <br />in establishing the new zoning ordinance. Having this upfront agreement on process and organization <br />guards against process arguments months into the update process. <br />Homework: Either at this meeting or via an email to staff before the end of the year, please share examples <br />of zoning provisions you believe are stifling development, or ideas on how to improve code to make <br />development easier and more business friendly. <br />2) Drafting Administrative Sections – setting up zoning code legal requirements, establishing submittal <br />requirements and review procedures for applications, addressing legal nonconformities, enforcement <br />procedures, rules of interpretation, rules of measurement, etc. Concurrently with this step, we are hoping to <br />have HKGi lead public outreach and small area planning efforts specific to our new mixed use areas along <br />Silver Lake Road. Their efforts will set the foundation for new mixed use zoning to be written in step 3. <br />3) Drafting Zoning Districts (base & overlay) and Use Standards – establishing all districts and applicable <br />requirements, and creation of use tables and specific use regulations. This step will be significantly <br />important to prospective businesses considerinig the City as the use tables will make it SO much easier to <br />know what is allowed and where things can be located. <br />4) Drafting of Development / Finishing Standards – addressing issues such as landscaping, lighting, signage, <br />parking, solar power, cell towers, etc. <br />Note: Definitions will be written and updated throughout each of the first four steps of the update process. <br />As terms are defined, they will be used consistently throughout the entirety of the new ordinance. <br />5) Public Hearing #1 – hearing focused on the administrative chapters <br />6) Public Hearing #2 – hearing focused on districts & uses <br />7) Public Hearing #3 – hearing focused on finishing standards <br />8) New Code Approval and Launch – final Council review, preparation of final document, creation of web- <br />friendly files, creation of hardcopies, and publication of the approved ordinance
