of the recently held Mobile City Hall meeting that was held at Hansen Park and noted the next
Mobile City Hall meeting would be held at Freedom Park on Thursday, April 9th.
VI. Business Items
A. Benedictine Health Center Updates
Gozola stated in 2019, the Benedictine Health Center received approval of a preliminary PRD
for a major expansion to their existing operation at 1101 Black Oak Drive. Since that approval,
Benedictine has acquired additional property adjacent to their site which allows them to
further address many of the concerns voiced during last year’s approval. The revised plan is
consistent with the 2019 plan in terms of unit count. In addition to the 66 transitional care
units already on-site, the improvements would add 56 independent living units, 40 assisted
living units, 24 assisted living memory care units, and 8 new double occupancy skilled nursing
units. The continuum of care model provided at this location will ensure local families can
remain together in the face of late-life health challenges. Staff will utilize this opportunity to
update the EDC on the revised proposal, and will showcase how the project will look upon
completion if the revised plans move forward. It was noted a neighborhood meeting held in
mid-February suggests this new plan is being welcomed by neighboring land owners.
Discussion included:
• Staff explained this project would not require public assistance.
• It was noted this project would be a great addition to the neighborhood and to date the
neighborhood has been supportive of the project.
B. Business Outreach/City Marketing Update
Gozola reported the EDC is asked to review the Final Draft version of the business outreach
letter. We have been waiting our turn for an audience with the City Council to present both
this letter and zoning code update project, and anticipate having that opportunity soon.
Changeover at the City Manager position and other Council priorities have delayed our
progress in this regard. Work on assembling the final mailing list is also still on-hold due to the
loss of our talented intern Maame Yourk towards the end of 2019. We were hopeful to have
Maame’s roll filled by this time, but our target candidate elected to go in a different direction.
New applicants are currently being sought, and the position will (hopefully) be filled in the
near future.
Discussion included:
• The Commission supported the program being an “opt-in” for business owners.
• The Commission suggested the letter be posted at the DMV.

C. 2020/2021 Work Plan Visioning
Gozola reviewed a draft work plan with the Commission noting this document identifies
potential topics of discussion for each meeting between April 2020 and March 2021.
Proposed actions or outcomes will also be identified for each meeting. Both staff and the
