C. 2020/2021 Work Plan Visioning
Gozola reviewed a draft work plan with the Commission noting this document identifies
potential topics of discussion for each meeting between April 2020 and March 2021.
Proposed actions or outcomes will also be identified for each meeting. Both staff and the
Commission will continue to reserve the right to deviate from the generalized work plan as
circumstances dictate. Information is provided for Commissioner consideration on each of the
four economic development focal points reaffirmed by the Commission on 8/7/19.
Commissioners were encouraged to share areas they would like to focus on in the coming
year.
Discussion included:
The Commission was interested in inviting Ramsey County Economic Development staff to
a future EDC meeting.
The Commission supported further discussing housing in the community as well,
especially around the topic of affordable housing.
It was noted the City used to have a housing task force and the City Council recently met
with Ramsey County to discuss affordable housing.
The City’s place making and sense of place initiatives were discussed. The Commission
supported addressing this topic further in 2020.
Councilmember Allen commented on the Parks Master Plan and how gathering spaces in
the community were being considered along with an expansion to the Community Center.
Staff summarized the comments received from the Commission and stated he would use
this feedback to create a rough outline for the coming year.
D. Recommendations for Chair & Vice Chair for 2020 -2021

Gozola stated heading into the meeting, each member should consider whom they’d like to
nominate for leadership roles with the Commission. We recognize that we have a highly
skilled and educated commission, so no member should feel slighted if they are not
nominated. Maintaining the same leadership each year is not required, but is also not
prohibited. Ultimately, the purpose of this exercise is to identify the individuals you would like
to lead meetings over the course of the next year.
Motion by Chair Zisla, seconded by Commissioner Kuipers to appoint Anthony Pledger Chair
of the EDC for 2020.
7 Ayes, 0 Nays, Motion carried
Motion by Chair Zisla, seconded by Commissioner Kuipers to appoint Harry Carter Vice Chair
of the EDC for 2020.
7 Ayes, 0 Nays, Motion carried
