Page 1

REQUEST FOR COMMISISON CONSIDERATION

ITEM DESCRIPTION: Ramsey County
DEPARTMENT HEAD’S APPROVAL:
CITY MANAGER’S APPROVAL:
No comments to supplement this report ___ Comments attached ___

Recommendations: Listen to and ask questions of Ramsey County Economic Development
Staff.

History: First cases of COVID-19 discovered in the United States in January 2020
Mn Governor Walz declares a peacetime emergency to coordinate a
strategy and protect Minnesotans from COVID-19 on March 13, 2020.

Financial Impact: Extensive. Unlike most Cities in Ramsey County, the County employs a
dedicated team of professionals focused solely on the economic
development and wellbeing of its communities. All fourteen Cities within
the County benefit greatly from the County’s efforts in normal times, but
we are especially grateful during this time of a world-wide pandemic. The
programs and efforts being presented by Ramsey County staff on July 1st
are the primary lifelines the City can offer to its residents and businesses
during these difficult times.

Summary: For years, the City of New Brighton has prided itself on providing exceptional
service while having one of the lowest tax levies in the metro when compared
to similar sized cities. While the approach has worked tremendously and is
overwhelmingly supported by our residents, the reality is there are no spare
pots of money to draw from when confronting an unprecedented challenge
like we currently face with COVID-19. For that reason, our residents and
businesses are greatly reliant on our partnership with the County to help in
providing short-term assistance and programs to help us weather this storm.
Kari Collins and Josh Olson from Ramsey County, will be our primary
presenters during the meeting on July 1st. Their team has created the
ramseycountymeansbusiness.com website. In normal times, this site allows
the City to identify development incentives we have to offer as well as
highlight specific properties (i.e. Block B) we want national developers to
Agenda Section: VI
Item: 1
Report Date: 06/25/20
Commission Meeting Date: 07/01/20
