<br /> <br />Page 1 <br /> <br />REQUEST FOR COMMISISON CONSIDERATION <br /> <br />ITEM DESCRIPTION: Small Business Emergency Assistance Program Parameters <br />DEPARTMENT HEAD’S APPROVAL: <br />CITY MANAGER’S APPROVAL: <br />No comments to supplement this report ___ Comments attached ___ <br /> <br />Recommendations: Provide recommendations on the parameters of a local small business <br />emergency assistance program due to COVID-19 <br /> <br />History: November/December – first cases of COVID-19 occur in Wuhan, China <br /> January 2020 – first reported COVID-19 case discovered in the US <br /> March 2020 – first of many executive orders issued by the Governor in <br />response to an expanding COVID-19 global pandemic <br /> March 25, 2020 – first of multiple CARES Act funding bills passed by <br />Congress in response to the pandemic <br /> Late July 2020 – City of New Brighton receives an allocation of CARES Act <br />dollars, a portion of which is anticipated to be directed by Council towards <br />a small business emergency assistance program. <br /> <br />Financial Impact: Significant to our small businesses who are vulnerable to closure due to <br />COVID-19. <br /> <br />Summary: The EDC has been recalled from its summer break to provide <br />recommendations to staff and Council regarding establishment of a local <br />small business emergency assistance program to aid businesses impacted by <br />the COVID-19 pandemic. This direction is needed as staff anticipates that at <br />least a portion of the City’s recent CARES Act funding will be allocated to <br />helping our businesses weather this storm. <br /> <br />Attachments: 1.
