<br /> <br />REQUEST FOR COUNCIL CONSIDERATION <br /> <br />ITEM DESCRIPTION: Receive an Update on CARES Funding <br />DEPARTMENT HEAD’S APPROVAL: <br />CITY MANAGER’S APPROVAL: <br />No comments to supplement this report ___ Comments attached ___ <br /> <br />Recommendation: Receive an update on CARES Funding use and provide feedback on proposed program <br />enhancements <br /> <br />Legislative History: In late July, the City of New Brighton received its share of CARES Act funding <br />(≈$1.74M). As directed by Council, staff began diligently working to utilize the funds not only to meet the <br />needs of City Hall but also in support of the overall Community. On August 25, Council and the City’s Economic <br />Development Authority authorized the creation of a Small Business Emergency Assistance Program and an <br />Emergency Residential Assistance Program. <br /> <br />Explanation: Staff will provide an update on the current status of these programs as well as proposed <br />enhancements of the program to extend the grant opportunities to local non-profits. Staff has been in contact <br />with the City’s Attorney’s. An extension of the grant program is allowed under the authorization granted on <br />August 25, 2020. <br /> <br />Proposed Guidelines for Non-Profit Organizations: <br />The purpose of the New Brighton Non-Profit Relief Program is to provide financial assistance to New Brighton <br />non-profits who have been negatively affected by the COVID-19 pandemic. <br /> <br />The Program provides grants up to $10,000 to eligible non-profits providing services to the City of New <br />Brighton community. <br /> <br />Eligible Non-Profits <br />To be eligible, non-profit organizations must: <br /> <br /> Be a registered Nonprofit Corporation with the Minnesota Secretary of State under Chapter 317A <br />(provide proof of registration status either through IRS filing forms or certification of non-profit status <br />through the MN Secretary of State) <br /> Have a physical location within the corporate boundaries of the City of New Brighton or provide proof <br />of service to the New Brighton community <br /> Have been in operation since September 1, 2019 <br /> Demonstrate revenue loss as a result of the COVID-19 pandemic <br /> Provide proof of eligible expenditures incurred between March 1 and September 30, 2020 <br /> <br /> <br />Report Number: 1 <br />Agenda Section: IX <br />Report Date: 10/9/2020 <br />Council Meeting Date: 10/13/2020
