Consider Resolution Confirming 2021 Polling Places. <br />Motion by Councilmember Jacobsen, seconded by Councilmember Dunsworth to approve the <br />Consent Agenda as amended removing Item 8. <br />A roll call vote was taken. <br />5 Ayes, 0 Nays - Motion Carried <br />Public Hearin <br />Truth In Taxation Hearing. <br />City Manager Massopust indicated Finance Director Davitt would be presenting this item to the Council. <br />Finance Director Davitt discussed the purpose of the Truth In Taxation Hearing which was to provide the <br />public with a summary of the General Fund budget describing how the City spends tax dollars. She <br />explained the purpose and objective of the 2021 budget was to create a financial document that represents the <br />City's vision not just next year, but beyond. She reiterated that the budget did not rely on LGA. She <br />explained the Capital Improvement Plan (CII') identifies projects within a timeframe along with the funding <br />source. She reviewed the proposed 2021-2030 CIP in further detail with the Council. The Debt Management <br />Plan was discussed Staffprovided further comment on the 2021 budget and tax levy noting the proposed <br />personnel changes and City directives. She described how COVID-19 impacted the City in 2020. She <br />reviewed a chart on how the City's tax levy of 2.1 % aligned with comparable cities. The proposed revenues <br />and expenditures for 2021 were discussed in detail.
