IN <br />January 12, 2021 <br />Consideration Authorization to Advertise for Bids for City Project 20-08, Granular <br />Activated Carbon (GAC) Procurement for Water Treatment Plant 1. <br />17. Consider Approval of Recording Secretary Contract Amendment. <br />Motion by Councilmember Axberg, seconded by Councilmember Dunsworth to approve the Consent <br />Agenda as presented. <br />Councilmember Allen stated he would like to discuss Item 6, the 2AM license for Cowboy Jack's. He asked <br />if staff had comments regarding the number of calls and complaints that have been received for Cowboy <br />Jack's. City Manager Massopust explained there were a multitude of calls to Cowboy Jack's over the <br />summer, noting there was an uptick in crime over the summer throughout the entire community. He reported <br />a number of meetings were held with Cowboy Jack's management and City staff members to discuss these <br />concerns. He explained certain things were put in place in partnership with the Public Safety Department and <br />the number of calls for service have declined since these meetings were held <br />Councilmember Allen thanked staff for this update. He reminded the Council that liquor licenses can be <br />reviewed when necessary if there are issues or continual problems that need to be addressed. It was his hope <br />that Cowboy Jack would keep the new measures in place to ensure police calls were on the decline moving <br />forward Public Safety Director Paetznick commented that given the current state of affairs Cowboy Jack's <br />would not be able to stay open until 2AM. He noted the approval of this liquor license was simply a formality. <br />He stated he had a good working relationship with the Cowboy Jack management and appreciated how they <br />had worked together to address the concerns that occurred last summer. <br />Councilmember Dunsworth questioned when was the last time staff had spoken with Cowboy Jack <br />management Public Safety Director Paetznick explained the approval of the 2AM liquor license was a <br />formality that was approved by the City and was then passed along to the State. He noted he had a <br />conversation with all liquor license holders in December. He discussed how little activity the bars and <br />restaurants have had for the past three months. <br />Councilmember Abdulle questioned how long the 2AM liquor license would be in place. Public Safety <br />Director Paetznick reported this license was approved on an annual basis. <br />A roll call vote was taken. <br />5 Ayes, 0 Nays - Motion Carried <br />Public Hearing <br />None. <br />Council Business <br />1. Consider a Resolution Approving Additional Uses of the "Change for the <br />Better" Program Donations. <br />City Manager Massopust indicated Parks and Recreation Director Fink would be presenting this item to the <br />council. <br />Parks and Recreation Director Fink stated in an effort to provide flexibility to the Parks and Recreation <br />Department on use of these funds, staff is recommending that future donations be allocated <br />at the discretion of the director. These funds will initially be used to replenish and provide a <br />consistent funding source the City's Fun Fund (aka scholarship fund.) Funds will continue to <br />be used for maintenance, repairs and improvements to City Parks. But this also will provide the <br />Director flexibility to allocate the funds to make special purchases of recreational equipment. <br />Upon Council approval, all participants of the program will receive written notice of the City's <br />intent to redirect the use of "Change for the Better" donations.
