NEW <br />W3BRIGHTON <br />building tomorrow today <br />REQUEST FOR COUNCIL CONSIDERATION <br />Agenda Section: Consent <br />Report Date: 2/4/2021 <br />Council Meeting Date: 2/9/2021 <br />ITEM DESCRIPTION: Consider Authorizing Submission of Application for 2020 Municipal Inflow and <br />Infiltration Grant Program <br />DEPARTMENT HEAD'S APPROVAL: Craig Schlichting, Director of Community Assets and Development <br />CITY MANAGER'S APPROVAL: <br />No comments to supplement this report Comments attached <br />Recommendation: Authorize the Director of Community Assets and Development to submit an <br />application for the 2020 Municipal Inflow & Infiltration Grant. <br />Legislative History: In 2013 and 2019, the City received similar funds for sewer repair projects that <br />reduced both inflow and infiltration into the sanitary sewer system. <br />Financial Impact: If selected for this grant, the City would be eligible for funding which ranges from 25 <br />percent to 50 percent of the total construction cost depending on the type of work and improvements <br />completed. At this time, $50,000 is the maximum allocation per eligible City. The City will look to <br />maximize grant dollars for planned expenditures. <br />Explanation: The Metropolitan Council Environmental Services (MCES) recently announced that the <br />State of Minnesota awarded $5 million for eligible municipalities to make capital improvements to <br />public infrastructure to mitigate inflow and infiltration. The grant is listed as 2020, but this funding will <br />be available for work completed between January 1, 2021 and December 31, 2022. Similar to the <br />previous grant programs, the eligible funds will be calculated and distributed at the end of the grant <br />program. <br />Staff has identified several potential improvements that range from anticipated general maintenance <br />to larger utility betterment projects. The work performed will not only reduce inflow and infiltration <br />but also extend longevity and reduce future maintenance costs. These projects are currently identified <br />in the 2021-22 CIP and maintenance budgets. Any grant funding received will offset costs and allow <br />additional work to be completed. <br />Costs and Funding: The Sewer Utility Fund has $325,000 and $325,000 budgeted for 2021 and 2022 for <br />sanitary pipe lining, flex seal installation on sanitary manholes, and short liner installation; each of which <br />is eligible for grant funding dollars. <br />Craig G.
