<br /> <br />2 <br /> <br />V. Report from City Council Liaison <br />Mayor Johnson provided the Commission with an update from the City Council. She explained the <br />Council discussed upcoming Commission member interviews and potential training for Commission <br />Chairs. She reported the City was now taking applications for open Commission seats and interviews <br />would be held in February and March. She noted the passport office was now open for the public. <br />She indicated the ice castles opened to the public on Friday, January 17th and she encouraged all <br />residents to visit. She reported the search continues for a new City Manager and the City was <br />receiving applications at this time. <br />Commissioner Biedenfeld explained there was still a need for election judges and noted the State <br />would be having three elections in 2020. <br />VI. Public Hearing <br />None. <br />VII. Business Items <br />1) PRELIMINARY AND FINAL PLAT: An application from Murlowski Properties Inc. to replat the <br />four properties at 2200 Old Highway 8 into two parcels, and to clean up legal descriptions <br />between this property and adjacent lands. No new lots will be created as a result of this <br />platting process. PIDs: 17-30-23-41-0013, 17-30-23-42-0004, 17-3023-43-0005, and 17-30-23- <br />42-0006. <br />Assistant Director of Community Assets and Development Gozola reported Murlowski Properties Inc. <br />are seeking to clean up the legal descriptions between their prop erties and surrounding properties to <br />position the property for future development or sale. Through this plat, the existing four parcels will <br />be combined into two. Boundaries for the resulting parcels will mimic existing parcel lines. The only <br />visible changes will largely be to the legal descriptions of the land in this area. The platting process is <br />the ONLY time a City may require the dedication of additional right-of-way on property to facilitate <br />future roadway needs. In this case, the applicants currently own one of the few major undeveloped <br />open areas of property within the City which has questionable/poor access to the public roadway <br />network. To protect the City’s future interest in allowing a public roadway to be built into this area of <br />the City, staff has recommended the dedication of an additional roadway easement over proposed <br />Lot 1. The applicant is objecting to this recommendation. It was noted the staff memo provides an <br />overview of the issue, the applicant’s concerns, and the options available to t he City. Staff provided <br />further comment on the Preliminary and Final Plat. He stated the applicant has three options at this <br />time: <br />1) Accept the existing 30 foot easement as meeting code standards and future needs. <br />2) Require the applicant to dedicate an alternative & usable roadway access easement at this <br />time that could accommodate the City’s minimum road design and provides access to Lot 1. <br />
