Special Use Permit & Variances – Irondale High School <br />Planning Commission Report; 1-15-19 <br /> <br /> <br />Page 11 <br />(cont) <br /> <br />STAFF COMMENTS: Staff finds this criterion to be met. Schools are almost <br />always located in residential districts and it is not uncommon for periodic <br />improvements to be made to address increasing enrollment. Additionally, the <br />proposed additions meet all required setbacks, and/or are sufficiently interior to the <br />site such that proposed variations to code (i.e. the height of the new auditorium) <br />should not impact any surrounding property. Beyond the school property, the area <br />is fully developed. <br /> <br />4. That adequate utilities, access roads, drainage and/or necessary facilities have <br />been or are being provided. <br />Applicant Comments: The site is creating a new road access point for a new parking lot by the <br />school, see response #3 for more details. This lot will have a much larger capacity for event parking <br />onsite and lessen off-site event parking. The school will be partially relocating and upgrading the <br />Long Lake Road storm drain that currently runs through the school’s property and is treated with <br />the School’s pond. The project will also include an upgraded irrigation system that will use runoff <br />water from the site. <br /> <br />STAFF COMMENTS: Staff finds this criterion to be met with conditions. Public <br />Works/Engineering has reviewed the plans and offered comments in a memo dated <br />1/9/19 which must be addressed prior to the issuance of a building permit. <br />5. That the special use shall in all other respects conform to the applicable <br />regulations of the district in which it is located. <br />Applicant Comments: The school is a special use permitted function within the R-1 zoning in order <br />to provide education for residences. <br /> <br />STAFF COMMENTS: Staff finds this criterion to be met. The proposed property <br />is in compliance with other regulations not specifically called out in this report. <br /> <br /> <br />Variance Review: <br />Request <br />Overview: <br />In general, the applicant is requesting three variances as part of this SUP amendment: <br />1. Variance #1 – Sec. 4-040 (2): Height of the new auditorium exceeds 30 feet. <br />2. Variance #2 – Sec. 11-030 (3): The number of parking stalls required for a high <br />school not met. <br />3. Variance #3 – Sec. 4-030 (1): Parking lot setbacks and drive aisles are less than <br />30 feet from property lines in some locations. <br />
