Three streets, <br />residential lots, as well as a church property border the site. The proposed parking lot <br />expansions and addition will not adversely affect neighboring property, as parking lots <br />already exist where work is planned. The south parking lot will have fencing and <br />landscaping to shield headlight illumination from adjacent and nearby areas. <br />Staff Analysis: Staff agrees with the applicant that granting of the variances will <br />not impact the character of the area. The outside improvements to the school <br />building should greatly enhance the area, and the landscaping & fencing along the <br />southern property line should provide a better-than-existing transition between the <br />high school and the single family homes nearest the parking lot. <br />4) Is the variance being sought solely to improve the value of the property? <br />Staff Analysis: The improvements are being sought to provide a better educational <br />experience and opportunities for area students. The proposed variances are not <br />motivated by improving the property value. Criteria met. <br /> <br />Additional <br />Information: <br /> None <br /> <br />Public <br />Comment: <br /> Staff received one call regarding this project leading up to the Planning Commission <br />meeting asking if there was any proposed activity in the NW corner of the property. <br />After describing the overall project and identifying that the NW portion of the site <br />will be largely unaffected, the caller stated they had no concerns. <br /> One resident showed up at the neighborhood meeting, and his main concern (having <br />lived in the area for years) was the on-street parking that occurs during large events. <br />The neighbor was happy to hear about the School district’s shared parking <br />agreements, and asked that that process continue in future years. <br /> <br /> <br />Conclusion: <br /> The application is requesting a Special Use Permit and variances to authorize <br />improvements to Irondale High School located at 2425 Long Lake Road. <br />Staff Recommendation: Per the analysis outlined in the report, staff is <br />recommending APPROVAL of all requests with conditions. <br /> <br /> <br /> <br />
