The proposed school improvements will not further impact the use and <br />enjoyment of the subject and surrounding properties provided conditions <br />regarding parking and traffic are adhered to. <br />7. The significant investment in school improvements will not have <br />detrimental impact on area property values. <br />8. The proposed updates to the High School will have no impact on the <br />subsequent development (or redevelopment) of surrounding property. <br />9. The subject site appears to be adequately served by public utilities, roads, <br />and drainage facilities to accommodate the proposed use; <br />10. The special use will be in conformance with all underlying zoning district <br />requirements. <br />11. The requested variances are in harmony with the general purpose of the <br />zoning code as the applicant has successfully presented a site plan that <br />properly balances public needs being served against minimum required <br />standards. <br />12. The proposed auditorium is setback from neighboring property over four <br />times the requested height ensuring there will be no impacts to adjacent <br />lands. <br />13. Substantial plantings lining the southern parking lot successfully mitigates <br />the proposed setback from the ROW. <br />14. The variance requests are consistent with the Comprehensive Plan. <br />15. The applicant has established there are practical difficulties to support the <br />requested variances in that: <br />a. The requests are reasonable because: <br />i. The existing parking deficit on site is being reduced, not expanded; <br />ii. The variance requests are carefully weighed against other needs <br />such as practice fields, parking needs, stormwater needs, and <br />setbacks. <br />iii. The school has sought alternative means, such as significant <br />/plantings, to offset any proposed new impacts.
