<br /> <br />6 <br /> <br />than originally anticipated. When this happens, a modification to the TIF budget must be reviewed and <br />approved by the City. Per on State Law, this means following the same steps as approving a brand new <br />TIF district which requires the Planning Commission to determine if the TIF district changes are <br />compliant with the Comprehensive Plan. In the case of TIF 26, revenues are projected to exceed the <br />current TIF budget in 2019, so the City’s Financial Advisor (Ehlers) is recommending the budget be <br />amended to reflect our real-world data. The proposed budget modification does nothing to change <br />development within TIF 26, the pooling of TIF funds to cover New Brighton Exchange expenses, or the <br />goals being achieved through use of TIF financing. As the original TIF 26 was compliant with the City’s <br />comprehensive plan, the modified TIF 26 will be compliant as well. Staff recommends approval of a <br />Resolution determining the proposed TIF budget modification for TIF District 26 was in compliance <br />with the City’s Comprehensive Plan. <br />Chair Nichols-Matkaiti asked if this matter was generated because of the Comprehensive Plan Update. <br />Assistant Director of Community Assets and Development Gozola stated the matter was brought <br />before the Planning Commission because of the budget modification. <br />Commissioner Fynewever questioned if the District 26 decertification date would change. Assistant <br />Director of Community Assets and Development Gozola reported this date would not be changing. <br />Motion by Commissioner McQuillan, seconded by Commissioner Biedenfeld, to adopt a Resolution <br />of the City of New Brighton Planning Commission finding that a modification to the Tax Increment <br />Financing Plan for TIF District No. 26: Brighton Corporate Business Park III conforms to the general <br />plans for the development and redevelopment of the City. <br />Approved 5-0. <br /> <br />(B) 2019 Look Ahead: Verbal update on anticipated Planning Commission tasks in the upcoming <br />year. <br /> <br />Assistant Director of Community Assets and Development Gozola provided the Commission with a <br />verbal update on the comprehensive plan status, and what the ultimate plan approval means to the <br />Planning Commission in 2019. Most importantly, the City will have nine months to update its zoning <br />code to be in compliance with the new plan. Beyond that, staff would like to initiate a complete <br />overhaul of the zoning ordinance which hasn’t been completed in decades. <br />Chair Nichols-Matkaiti asked any worksession meetings would be scheduled for 2019. Assistant <br />Director of Community Assets and Development Gozola anticipated all Comprehensive Plan issues <br />could be handled at regular Planning Commission meetings. He stated special meetings may be <br />required for the rewriting of the Zoning Code. <br />Mayor Johnson commented further on the tasks that would be facing the City in 2019. <br /> <br /> <br /> <br />
