Being the City is currently in-between comprehensive plans and does not have <br />zoning districts established for the new Mixed Use land use categories (to allow <br />for the uses and densities called for by the new plan), staff finds that utilizing the <br />full flexibilities offered by the PRD ordinance are appropriate at this time. <br />Accordingly, staff’s review herein focuses on the various technical aspects of the <br />development, and Council must ultimately determine the following things: <br />1) Is the proposed plan is in line with the goals and objectives of the 2040 <br />comprehensive plan? <br />2) Are the proposed improvements well suited to the site and surrounding lands? <br />and <br />3) Have the applicant’s taken necessary steps to mitigate impacts? <br />GENERAL DEVELOPMENT REVIEW <br />Lots and <br />Blocks: <br /> Once all lots are combined, the total acreage of the site will be 5.84 acres. <br /> No new public streets are proposed, so there are no concerns regarding block <br />lengths. <br /> Public safety requests that the internal driveway (providing access to the main <br />entrance and parking lot) be considered a private road and be given a name such as <br />Benedictine Drive. This will help in response times to the facility by differentiating <br />the existing building along Black Oak Drive from the new building internal to the <br />site. <br /> <br />Lot Access:  The main driveway entrance to the facility will now be off of I-694 Service Drive. <br />Public safety has reviewed the geometrics of the entrance, and finds it will <br />accommodate emergency vehicles with minor alterations. <br /> The existing access points off of Black Oak Drive will not change, but this side of the <br />building should be deemphasized as an entrance to visitors. Signage along this side <br />of the building should direct visitors to the main entrance off of I-694 Service Drive. <br /> The circle drive off of Black Oak Drive will be a one-way to the north. A “do not <br />enter” sign should be placed at the northern entry point. <br /> Access to the underground parking for residents of the independent living facility will <br />be off of Black Oak Drive (with a new driveway swinging south of the existing <br />building to enter into the lower level of the new building). Garbage and general <br />loading/delivery will now occur from this access point. <br />
