Preliminary Planned Residential Development
Planning Commission Report; 2-19-19

Page 21
Template Approval
Motion:
RECOMMENDED
“I move we recommend the City Council approve the requested preliminary
planned residential development based on the findings of fact listed on pages
21 and 22 of the report subject to the conditions listed on pages 22 – 24 as
may have been amended here tonight.”

Suggested Findings
of Fact:

1. The subject property is guided for Mixed Use Regional development and is
specifically called out as an area for potential redevelopment by the new
2040 Comprehensive Plan;
2. The Mixed Use Regional land use classification calls for residential
densities 12 and 50 units per acre, and the proposed project will fall within
this range at approximately 33 units per acre;
3. The building type, density, height, and bulk is consistent with what is
anticipated to be allowed when new zoning for Mixed Use Regional
development is established;
4. The plan successfully includes provisions for public facilities, internal
circulation, and recreational spaces; and
5. The size and intended function of on-site open space is adequate for the
purposes of this facility, and plans for maintenance are acceptable; and
6. The plan adequately redirects traffic and parking to the appropriate location
on-site, and offers up solutions should parking problems arise in the future;
and
7. The design will allow for adequate response to emergency situations
anywhere in the facility; and
8. The proposed development will assist the City in meeting its goal of
supporting a diverse population;
9. The proposed development will provide a much needed and diverse mix of
senior housing types which can allow seniors to age in place regardless of
health status;
10. The nursing home/skilled nursing component of this facility is a use that can
be permitted as part of this PRD;
11. The proposed development will establish a sense of place by transforming
the look of this property by introducing a modern residential structure
consisting of high-quality materials;
