REQUEST FOR COMMISISON CONSIDERATION <br />ITEM DESCRIPTION: Preliminary Planned Residential Development: Review of the proposed <br />Midtown Village PRD and site plan to authorize future construction of 53 market <br />rate townhomes, 204 affordable senior housing units, and 154 affordable <br />workforce housing units on property north and south of Old Highway 8 near 8th <br />Avenue NW – PIDs 29-30-23-13-0021, 29-30-23-13-0020, 29-30-23-13-0022, 29- <br />30-23-13-0023, 29-30-23-13-0025, and 29-30-23-13-0024. <br />DEPARTMENT HEAD’S APPROVAL: <br />CITY MANAGER’S APPROVAL: <br />No comments to supplement this report ___ Comments attached ___ <br />15.99 Deadline: Staff has already exercised the City’s right to extend the review period out an <br />additional 60 days, so the final deadline for a decision is currently 8/6/19. <br />Recommendations: Staff believes the Preliminary PRD can be approved with conditions. <br />Template motions, recommended findings, and suggested conditions can <br />be found on pages 42 through 46 of the report <br />Legislative History: Complete application (all plan sets and EAW) received on 4/8/19. <br />Published notice occurred on 5/8/19 <br />Public hearing notices sent out on 4/23/19 <br />Planning Commission review & public hearing scheduled for 5/21/19 <br />Financial Impact: Significant over the long term. Ehlers estimates the proposed development <br />will result in $210K of yearly tax revenue going specifically to the City <br />upon decertification of TIF District #34. <br />Summary: Pulte Homes and Dominium are seeking approval of a Preliminary Planned <br />Residential Development and site plan to transform approximately 12 acres of <br />underutilized or vacant land into a new housing development consisting of 53 <br />market rate townhomes, and two multi-family buildings providing 204 <br />affordable senior units and 154 affordable workforce units respectively.
