Planning Report <br />Ordinance 867: Updating Language on Zoning <br />Enforcement & Other Enforcement Activities <br /> <br /> <br />To: Planning Commission <br />From: Ben Gozola, Assistant Director DCAD <br />Meeting Date: 8-20-19 <br /> <br /> <br />Introductory Information <br />Purpose: To update City Code provisions relating to the City’s most common complaints and <br />enforcement issues. <br /> <br />History:  Early 2019: City Council directs staff to research and report back on the City’s <br />most common complaints to begin a discussion on code enforcement challenges. <br /> March 26, 2019: Staff presents initial findings to Council, and is directed to <br />conduct additional research and formulate suggestions on ways code could be <br />improved. <br /> June 25, 2019: Staff returns to Council with examples of the City’s most common <br />complaints, and presents options for change to Council for consideration. <br />Council directs staff to prepare the various updates now up for consideration. <br /> <br />Summary of <br />Updates: <br />Ordinance 867 seeks to make the following changes: <br /> Extend the ability to deem a home “unfit for human occupancy” to the Code <br />Compliance Officer; <br /> Match up code language to actual operating practices (i.e. notices being “sent by <br />certified mail” rather than being “served” to the property owner); <br /> Simplification of abatement procedures; <br /> Adopting a clear civil process for the removal of junk/abandoned vehicles; <br /> Adopting new swimming pool standards; <br /> Clarifying that corner lots must adhere to trash container standards along both <br />road frontages; <br /> <br /> <br /> <br />
